About The Position

This Intellectual Disabilities Program Specialist position with the Westmoreland County Behavioral Health and Developmental Services (BHDS) office is responsible for administering, planning, coordinating, implementing, monitoring, and providing technical assistance for the Intellectual Disabilities/Autism (ID/A) program. This includes conducting quality assessments and assisting providers with qualification and risk screening processes. The role aims to strengthen support for individuals with Intellectual Disabilities/Autism across local communities by promoting consistency, safety, and teamwork within the service network.

Requirements

  • Two years of professional experience in the field of intellectual disabilities, and a bachelor's degree; or An equivalent combination of experience and training.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.
  • Pass a background investigation.
  • Conditional offer of employment will require a drug screening.
  • Position falls under the provisions of the Child Protective Services Law.
  • Conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

  • Monitor provider performance for quality and compliance.
  • Review data, create summary reports of findings, support corrective actions, and track outcomes.
  • Provide ongoing guidance, direction, and technical assistance to new and existing providers and Support Coordination Organization staff in multiple areas including qualification, individual support plan review, and more.
  • Review data and participate in meetings to help assess any level of health, safety, regulatory or financial risk for providers.
  • Review and investigate incidents within required timeframes to ensure individual health and safety, and to give effective direction to providers.
  • Act as a program liaison between the ID/A system, internal partners, external organizations and community stakeholders; participate in community outreach events as needed.
  • Approve or disapprove services in individual support plans according to regulations and requirements.
