About The Position

We have an exciting and rewarding full-time opportunity in Honesdale, Wayne County, PA for a motivated and detail-oriented fiscal professional to utilize expertise in all areas of financial operations. The Fiscal Officer 3 serves as the Lead Fiscal Officer for our growing team for the Wayne County Office of Human Services, overseeing all fiscal operations across multiple agencies including Aging, Transportation, Children and Youth, Drug and Alcohol, Behavioral Health, and others. This position applies professional accounting principles to manage budgets, financial reporting, audits, and cost allocations, while supervising a team of fiscal staff. The role requires collaboration with the Human Services Administrator to ensure compliance with human resource (HR) and payroll policies, and coordination with County CFO to ensure alignment with county accounting policy and procedures.

Requirements

  • One year as a County Fiscal Officer 2; or Five years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or Three years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.

  • This position falls under the provisions of the Child Protective Services Law. Under the Law, a conditional offer of employment will require submission and approval of satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

  • Manage fiscal functions for human service agencies, ensuring accuracy and compliance for program reporting
  • Directly supervise five fiscal officers, approve timesheets and leave, and conduct performance evaluations
  • Prepare financial statements, reconcile accounts, and ensure adherence to state and federal reporting standards, including the specific fiscal reporting requirements for each Human Services Agency
  • Oversee budget preparation, monitoring, and revisions in line with grant regulations
  • Conduct internal audits and maintain cost allocation processes aligned with federal requirements (e.g., 2 CFR 200)
  • Develop and implement enhancements to accounting systems, procedures, and controls
