About The Position

Cambria County Children & Youth Services (CYS) is looking for an outgoing individual to serve as the lead fiscal staff in the agency. As a Fiscal Officer 2, you will help manage budgets, oversee reporting, and support financial decision making. This role offers the chance to lead fiscal operations that strengthen the agency’s mission. You will work closely with staff, administrators, and state partners to maintain compliance and support funding needs. Become part of a team committed to serving the community through strong financial stewardship. This role focuses on supervising fiscal staff, preparing budgets, and maintaining compliance with state and federal funding requirements. You will lead financial reporting and ensure accurate documentation that supports agency programs and operations.

Requirements

  • One year as a County Fiscal Officer 1; or Two years of accounting and/or budgetary experience and a business-related bachelor’s degree that includes six college credits in accounting; or Four years of accounting and/or budgetary experience and a business-related associate’s degree that includes six college credits in accounting; or An equivalent combination of experience and training which includes or is supplemented by six college credits in accounting.
  • Meet the PA residency requirement.
  • Be able to perform essential job functions.
  • A conditional offer of employment will require a medical examination and a drug screening.
  • Satisfactory criminal history reports including, but not limited to, PA State Police clearance, PA Child Abuse history clearance, and FBI Fingerprint clearance.

Responsibilities

  • Train fiscal staff and monitor daily tasks and assigned projects
  • Prepare state and county budgets by reviewing expenditures and projecting program costs
  • Oversee completion of state and federal expenditure reports and ensure compliance with regulations
  • Assist with audit preparation and participate in required reviews
  • Administer mandated reports for federal and state reimbursements including multiple funding streams
  • Oversee review of applications to determine medical coverage and Title IV-E eligibility for children entering placement
