The primary responsibility of the supervisor of the Child Protective Services Unit is programmatic direction regarding all reports/referrals of suspected child abuse in Luzerne County. Requirements

  • Two years of professional experience in public or private social work and a bachelor's degree with major coursework in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; OR Any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
  • Be a resident of Pennsylvania.
  • Absence of any discipline above the level of written reprimand during the 12 months preceding the closing date on the posting.
  • Last due overall regular or probationary performance evaluation was higher than unsatisfactory.
  • A minimum of one year in the next lower class(es) by the closing date of this posting 9/7/2026.
  • Knowledge of the basic principles of supervision.
  • Knowledge of current case management and social work principles, practices, and methodology.
  • Knowledge of individual and group behavior and methods used in working effectively with children, youth and families, people who are mentally disabled, people who are physically challenged, and others.
  • Knowledge of the basic principles and methods of program interpretation and community organization.
  • Knowledge of the rules, regulations, policies, and procedures which relate to the provision of social services.
  • Knowledge of current social, economic, and health problems and available resources.
  • Ability to plan, organize, and supervise the work of a professional and non-professional social service staff.
  • Ability to analyze, interpret, and evaluate case records and recommend sound courses of action.
  • Ability to orient and train subordinates on rules, regulations, policies and procedures and provide technical assistance.
  • Ability to establish and maintain effective working relationships with clients, families, agency staff, community service agencies and facilities, and the general public.
  • Ability to make clear and pertinent statements orally and in writing.

Responsibilities

  • Provide programmatic direction regarding all reports/referrals of suspected child abuse in Luzerne County.
  • Directly supervise five (5) caseworkers and a Social Service Support Worker responsible for responding to and investigating reports of child abuse.
  • Ensure immediate initiation of investigations within 24 hours of the report to C.P.S., requiring the worker to see the victim child within 24 hours of the report to ensure child safety.
  • Meet for regularly scheduled conferences with each worker, as well as on an as needed basis, in relation to specific case situations.
  • Review each report of suspected child abuse under investigation within ten calendar days of receipt and every ten days thereafter until the investigation is determined, to assess child safety and the need for protective services.
  • Review safety and risk assessments within required intervals and ensure service needs are addressed in the family service plan.
  • Review and approve all documents within regulatory time frames.
  • Prepare and schedule intake workers, coordinate intake assignments, and ensure adequate office coverage.
  • Ensure staff compliance with all mandates and policies through oversight while encouraging consistent and ongoing staff professional development.
  • Prepare and monitor compliance with policy, procedure, instruction, and training requirements.
  • Complete annual performance evaluations for staff supervised, identifying areas of strengths and weaknesses.
  • Monitor and approve appropriate use of time by staff.
  • Provide ongoing case consultation to all other Children and Youth Services units regarding suspected child abuse and child abuse investigations.
  • Assign a C.P.S. intake caseworker to assist in completing “courtesy” interviews when necessary.
  • Work cooperatively with local law enforcement and promote joint investigations whenever possible.
  • Coordinate activities related to Multidisciplinary Team meeting requirements, including identifying cases, scheduling, coordinating presentations, documenting recommendations, monitoring compliance, and ensuring community representation.
  • Comply with requirements of Act 33 of 2008, including provision of records for review and case presentation to the Child Fatality Near Fatality Community Review Team.
  • Train staff and present community education regarding child abuse, covering prevention, identification, reporting procedures, mandated reporter status, and community trends and needs.
  • Provide ongoing consultation to various community agencies and school personnel regarding child abuse concerns.
  • Participate in meetings/panel discussions with community agencies and volunteer organizations involved in child abuse prevention/treatment.
  • Identify service gaps, plan for program development, and conduct community outreach, including developing tools for reporting, identification, and treatment of child abuse.
  • Report to the Social Services Coordinator to discuss investigations, cases, workload, staff development, and programmatic direction of the C.P.S. unit.
  • Attend and participate in weekly supervisory group meetings.
  • Meet with the entire unit on a monthly basis to discuss issues related to service implementation, agency policy, CPSL, regulatory requirements, updates, worker responsibilities, and training.
  • Participate in the interview process for hiring applicants for the C.P.S. Intake Unit.
  • Make recommendations regarding personnel actions within the unit to address performance deficits.
  • Attend and participate in all court-related activities with C.P.S. Intake Staff.
  • Coordinate activity for expungement hearings held by the Department of Public Welfare.
  • Comply with training requirements and attend available trainings and updates regarding CPSL to enhance knowledge and skills in child abuse, supervision, and staff training.
  • Comply with all responsibilities and duties as assigned to promote the mission, vision, goals, and values of the agency.
  • Provide case management services, information, and support at all levels of case development, including CPS Intake, GPS Intake, in-home protective services, and concurrent permanency planning services.
  • Perform other required related duties.
