About The Position

This is an internal Lateral opportunity for FDC Correctional Officer Captains and a Promotional opportunity for current Correctional Officer Lieutenants. The vacancy is for a Correctional Officer Captain (Regional Recruiter) located at the Region I Office in Quincy, Florida. The position requires up to 75% travel. The incumbent has regulatory responsibilities and is subject to Chapter 60L-36, Florida Administrative Code. The Officer assigned to this position supervises Correctional Officers and Correctional Officer Sergeants, serves as the initial Commander during emergency situations, and plans, organizes, and coordinates the activities of all Correctional Officers and Correctional Officer Sergeants assigned to a shift. Specific duties for the recruiter role include overseeing institutional recruiters, planning and coordinating recruitment activities, gathering and analyzing data on vacancy rates and applicant flow, utilizing recruitment systems like SharePoint, PATs, and SimpliGov, conducting institutional visits, visiting Basic Recruit Classes, and representing the department to network with educational institutions and workforce agencies.

Requirements

  • Must be at least 18 years of age
  • Be a citizen of the United States
  • Must have a High School Diploma or equivalent
  • Must have completed the basic recruit training course for correctional officers
  • Must have one year of experience as a certified officer with the State of Florida
  • Must not have received a suspension within the past 12 months
  • Must not have received an involuntary demotion within the past 24 months
  • Must not have received less than a 3.00 rating on a performance evaluation within the past 3 fiscal years

Responsibilities

  • Supervising Correctional Officers and Correctional Officer Sergeants assigned to any security post on any of the established shifts.
  • Serving as the initial Commander during emergency situations.
  • Planning, organizing, and coordinating the activities of all Correctional Officers and Correctional Officer Sergeants assigned to a shift.
  • Delegating post assignments, specific duty assignments, coordinating leave use, and ensuring accurate completion of attendance and leave reports.
  • Working with lead officers to ensure proper security coverage.
  • Conducting periodic individual counseling with staff to outline problem areas and give additional duties or instructions.
  • Supervising searches for contraband and making daily inspections of buildings and grounds.
  • Inspecting the physical plant for security concerns and to maintain proper sanitation standards.
  • Functioning as facility manager during non-administrative hours.
  • Circulating throughout the institution observing employees’ performance.
  • Conducting performance evaluations.
  • Scheduling and/or coordinating training programs for subordinates.
  • Conducting continuous training of subordinate staff in security procedures and performance.
  • Taking and recommending non-appealable disciplinary action and recommending appealable disciplinary action to higher-level management.
  • Supervising and coordinating body cavity searches as authorized by the Warden.
  • Authorizing non-emergency applications of use of force.
  • Supervising inmates commensurate with the level of risk they present.
  • Managing inmate housing areas, enforcing rules and sanitation standards.
  • Transporting inmates using approved restraints and observing relevant laws, policies, and procedures.
  • Conducting accurate head counts, maintaining custody and control over inmates at appointments outside the secured perimeter, and escorting inmates within the secured perimeter.
  • Inventorying personal property and issuing receipts.
  • Performing crisis intervention functions to include subduing violent or uncooperative inmates, defending persons against attack, or preventing escapes, using approved deadly or non-deadly force, restraints, or other approved methods.
  • Maintaining facility security, including performing contraband searches of inmates and other persons (clothed and unclothed), which may include visual inspection of body cavities and possible exposure to body fluids.
  • Observing inmate behavior to identify inmates exhibiting mental or emotional disorders, using counseling techniques or referral action.
  • Providing emergency assistance during emergencies, disasters, and accidents, including CPR, first aid, apprehension of escaping or escaped inmates, implementation of evacuation procedures, and security of inmates and/or areas.
  • Conducting inspections and visual and audio surveillance of persons, property, vehicles, buildings, and outdoor areas.
  • Physically checking doors, windows, gates, barred sections, fences, and other areas to ensure proper security.
  • Maintaining proper inventory records.
  • Issuing and receiving property and equipment.
  • Attending mandatory and other training.
  • Performing other related duties as required.
  • Overseeing Correctional Officers and/or Correctional Officer Sergeants assigned as the institutional recruiter of the designated region.
  • Planning, organizing, and coordinating activities of recruitment, e.g., job fairs, hiring events.
  • Gathering data from recruiters to review and analyze vacancy rates and the applicant flow at institutions.
  • Communicating and conducting periodic institutional visits with the recruiter and/or warden.
  • Conducting periodic visits to the Basic Recruit Classes to include graduation ceremonies.
  • Representing the department to network with local High Schools, Community Colleges, Universities, and any work force agencies.
