About The Position

The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. The Operations Captain is the primary contact in the daily operations of the Department of Public Safety and Correctional Services K-9 Unit. This position is responsible for managing the operations, equipment, deployment and duties of the unit. This position supervises the regional K-9 Supervisors and assigned handlers during daily operations, training, missions and special assignments. This position is on call 24 hours daily for emergency response to disturbances, riots, escapes, rescues or other needs for all State Correctional Facilities.

Requirements

  • High School diploma or high school equivalency certificate acceptable to the Maryland State Board of Education as described in the Correctional Training Commission regulation.
  • Two years of experience supervising the work of Correctional Officers in the custody and security of adult inmates.
  • Employees who have not already done so must meet the selection standards required and successfully complete the training prescribed by the Maryland Correctional Training Commission for a correctional officer during their probationary period, (Correctional Services Article, Section 8-209).
  • Selection standards for correctional officer training are listed in detail in the Code of Maryland Regulations Title 12, Subtitle 10, Chapter 01 and include the following: U.S. Citizenship or Resident Alien status Must be at least 21 years of age A completed background investigation Oral interview Physical examination.
  • Employees in this classification hired or reinstated on or after July 1, 2016 shall successfully complete the Entrance Level Firearms Training prescribed by the Maryland Correctional Training Commission (Code of Maryland 12.10.04.04 and 12.10.04.05) and demonstrate practical knowledge and proficiency in the safe use and care of firearms on a periodic basis.
  • Employees in this classification are subject to call-in 24 hours a day and, therefore, must provide the employing agency with a telephone number where they can be reached.
  • Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

Nice To Haves

  • Candidates may substitute additional education at an accredited college or university may be substituted at the rate of sixty credit hours for one year of the required experience provided that a minimum of 15 credit hours are in the field of criminal justice or related social sciences.
  • Candidates may substitute equivalent State experience in other classifications within the correctional field which involve daily contact with and custody of inmates for the required experience. Qualifying experience must be in a classification where the salary is comparable to Correctional Officer Lieutenant.
  • Candidates may substitute U.S. Armed Forces military service experience in correctional classifications or correctional specialty codes in the criminal justice field of work equivalent to a Correctional Officer Lieutenant on a year-for-year basis for the required experience.

Responsibilities

  • Effectively manage staff deployment and overtime usage consistent with budget allocations state-wide.
  • Assists in planning and monitoring the K-9 budget and is responsible for procurement, and bookkeeping of expenditures for supplies, equipment and services.
  • Ensure proper use, maintenance and accountability of all K-9 equipment statewide.
  • Manage K-9 Fleet including, procurement, maintenance, turn-in, compliance, gas cards, phh cards etc.
  • Develop staffing plans, monitors use of overtime state-wide.
  • Review and sign handler PEPs ensuring completeness and consistency state-wide.
  • Act as K-9 Commander in his absence.
  • Coordinate with DOC Headquarters Human Resources on all personnel issues.
  • Communicate personnel issues to all K-9 staff.
  • Ensures all personnel paperwork is in compliance with applicable laws, regulations, and policy/procedures.
  • Assist K-9 staff with personnel's questions regarding, leave, PEP, FMLA, etc.
  • Ensure Operations Lt. and Trainer are properly utilizing their assets to best support the Unit.
  • Responsible maintaining, proper use and accountability of all equipment assigned to region, to include CDS training aids and assigned vehicles.
  • Manage the regionally assigned K-9 fleet, including preventive maintenance, inspections, and mileage.
  • Maintain office, supplies and feed for the assigned region.
  • Maintain assigned handlers’ administrative requirements, progressive and disciplinary counseling and' evaluations.
  • Maintain staff timesheets and personnel working files.
  • Review staff payroll, personnel working files, leave records are accurate and in compliance.
  • Conduct investigations in comprehensive, timely and accurate manner.
  • Compile, review, report and maintain stats from all areas of the state disseminating to the proper locations.
  • Assist with compilation and reporting of stats for the MFR.
  • Report to DOC Headquarters and act in a staff capacity when needed.
  • Handles direct assignments and special projects as directed by the K-9 Commander in a timely, thorough and accurate manner.
  • Ensure proper utilization of K9 teams within the regions through the proper chain of command.
  • Maintain a direct liaison between the K9 Headquarters, Regional supervisors, all K-9 staff and handlers.
  • Responsible for the proper care and maintenance of the dogs at home kennels as well as ensuring the institutional kennel facilities are maintained to standards.
  • Develop handlers work schedules, approve/disapprove leave requests.
  • Plan, coordinate, and/or supervise training of staff.
  • Coordinate K9 teams' deployment in tactical situations or special missions.
  • Ensure that all K9 handlers' reports and training forms are reviewed and accurate prior to being submitted.
