About The Position

The Correctional Health Programs Manager is responsible for oversight of a team that engages with assigned clients within the Correctional Health and Criminal Justice Systems, under the supervision of the Correctional Health Programs Director. This role serves as the primary liaison between Community Medical Services (CMS) and correctional facilities (local, state, and federal), specialty and non-specialty court systems, probation and parole, and Department of Child Safety (or similar child welfare services) systems within the assigned region and supports the development of partnerships, initiatives, referral pathways with these entities. As such, this position works closely with assigned Clinic Managers, Regional Operations Director, and Medical Director to assist with appropriate coordination with the above outlined entities. This position also ensures that Correctional Health team members maintain accurate documentation for assigned clients and provides substance rehabilitation support, and education services to assigned patients in compliance with Community Medical Services policies and procedures. In collaboration with the Law Enforcement Programs Manager, this position also supports the advancement of broader criminal justice programming by contributing to cross-system collaboration, program development, and alignment across law enforcement and above outlined entities in alignment with organizational goals. Also responsible for attending conferences regarding Medications for Opioid Use Disorder (MOUD) and presenting as subject matter expert on MOUD in the legal system.

Requirements

  • Bachelor’s degree in criminal justice or minimum 3-5 years of experience in criminal justice, law enforcement behavioral health, or community-based programming
  • 2 years’ experience in an opioid treatment program setting is preferred
  • Experience in supervising small staff
  • Ability to travel, including assigned CMS locations
  • Ability to use a phone, computer, printer, and copier is required
  • Frequent use of Microsoft Office products (Word, Excel, PowerPoint, etc.)
  • Ability to use the internet and various web browser software is required
  • Frequent use of electronic health record to document patient encounters
  • Ability to use telemedicine equipment as requested

Responsibilities

  • Serves as the primary point of contact between CMS and correctional facilities (local, state, and federal), specialty and non-specialty court systems, probation and parole, and the Department of Child Safety (or similar child welfare service) systems within the assigned region.
  • In conjunction with the Law Enforcement Programs Manager, serves as a point of contact between CMS and local, state, and federal law enforcement agencies within the assigned region.
  • Develops and maintains strong relationships with criminal justice entity partners and in conjunction with the Law Enforcement Programs Manager, with police departments and command staff from local, state, and federal law enforcement within the assigned region.
  • Coordinates meetings, trainings, and collaborative initiatives with justice system entity partners and in conjunction with the Law Enforcement Programs Manager, with law enforcement.
  • Designs and advances programs that improve engagement, streamline referrals, and support successful outcomes.
  • Supports development of cross-system workflows that strengthen coordination across the criminal justice system.
  • Builds and maintains relationships with community providers to enhance referral networks and access to care.
  • Collaborates with courts, probation, correctional systems, and community providers to support continuity of care.
  • Coordinates and supports training for criminal justice partners, community organizations, CMS staff, and in conjunction with the Law Enforcement Programs Manager, with law enforcement.
  • Supervises and supports assigned program staff, providing direction, oversight, and accountability.
  • Oversees the day-to-day program operations for the correctional health team and ensures effective coordination across teams and partners.
  • Supports development and implementation of standardized processes for referrals, coordination, and collaboration.
  • Works closely with Community Medical Services clients receiving services from Correctional Health, Department of Child Safety (or similar child welfare service), and other branches of the Criminal Justice System.
  • Maintains appropriate coordination of care with all systems and provides documentation as needed/requested from all system partners involved in individual client care.
  • Ensures accurate documentation and completion of reporting requirements aligned with organizational and funding expectations.
  • Ensures correctional health team is meeting all required rights and confidentiality requirements for CMS patients as well as other justice-involved individuals that team encounters.
  • Negotiates and advocates for client concerns during criminal justice system proceedings.
  • Provides case management while negotiating and working in partnership with probation officers, judges, drug court staff, or other correctional health system staff.
  • Networks with criminal justice agencies’ staff and mutual treatment providers regarding client and court specific information.
  • Ensures all grant-related activities that correctional health team are involved with are executed in accordance with outlined requirements, policies and compliance standards.
  • Attends required meetings involving criminal justice system entities and CMS staff, including providing in-service training as needed.
  • Has the ability to adapt to new programs and help develop emerging programs in support of shared community goals with system partners.
  • Ensures correctional health team correctly tracks outreach, in-reach, referral, and other required data points across required tracking systems and compiles data to complete monthly reports for grants and to provide to direct supervisor as well as Regional Operations Directors and other CMS staff as needed and requested.
