LAHSA is a joint powers authority of the city and county of Los Angeles, and the lead agency in the HUD-funded Los Angeles Continuum of Care (CoC). We coordinate and manage funds for programs providing shelter, housing, and services to people experiencing homelessness. The Coordinator will serve as a facilitative leader over the Los Angeles regional homelessness response system’s Interim Housing (IH) programs, including Winter Shelter, Crisis Housing, and Bridge Housing programs. The Interim Housing Coordinator works as part of a team of regional and system-level coordinators responsible for supporting program development (program design and implementation) and program management (program guidance and technical assistance) for all Interim Housing programs. Coordinators oversee a portfolio of programs to ensure the effective and efficient utilization of emergency shelter services aided by performance management analysts. Working within the assigned Interim Housing team and aided by Performance Management Analysts, the Interim Housing Coordinator regularly engages with regional coordinators and provider agencies to actively manage the utilization of shelter beds and the timely delivery of services and referrals. Through this active management, the coordinator will also identify and address program gaps and performance challenges, seek design and practice solutions to align with system goals, opportunities, and resources, and work collaboratively with management to overcome barriers to program- and system-level success. The Interim Housing Coordinator will work closely with management and other units as assigned to draft and release data-informed guidance and technical assistance. The Interim Housing Coordinator represents LAHSA’s commitment to excellent programming for those experiencing homelessness in Los Angeles County. Requirements

Familiarity with HMIS and Interim Housing program data requirements.
Ability to establish excellent relationships and work cooperatively with individuals, groups, and organizations that are diverse in mission, composition, function, capacity, and geographic location.
Experience with program development, program implementation, program management, program budget review, etc. preferred.
Self-motivated to learn concepts and skills necessary to work towards a goal and produce quality results.
Ability to learn and adapt to change and ability to think critically and strategically.
Strong written, verbal, and presentation communication skills.
Demonstrated organizational skills and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment.

Demonstrate patience and a commitment to treating others with respect?
Bachelor’s Degree preferred in fields related to Social Work, Social Welfare, Public Health, Public Administration, Public Policy, or other similar fields.
Two years of experience in the provision or oversight of services relevant to this position with four years preferred is desired, but not a requirement for placement in this position
Knowledge of the provider community and awareness of the unique social geography and built environment of Los Angeles County preferred.
Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

Responsibilities

Lead in the development of standardized system-wide program guidance and the preparation of the Scope of Required Services for LAHSA and other funded Interim Housing programs operating under the regional structure.
Assist the Systems Department in preparing, presenting, and facilitating program alignment among all interim housing funders.
Develop working relationships with various stakeholders, community partners, and service providers in the development, evaluation, and enhancement of Interim Housing programming.
Support the development and implementation of tools that will assist agencies to better track and provide services to Interim Housing program participants through the active implementation management structure. This will include guidance and training on how to access and utilize HMIS to track performance and data quality.
Coordinate and facilitate a learning community platform that will identify challenges.
Work with interdivisional staff to assess funded Interim Housing programs, prioritize areas of technical assistance needed, and identify resources for agency support.
Participate in the design of Interim Housing RFPs, and the evaluation of proposals submitted for funding.
Coordinate, facilitate, train, and support providers (in conjunction with LAHSA interdepartmental teams) in agency onboarding and new program kick-off.
Coordinate, facilitate, train, and support providers in interpretation and implementation of, understanding, and programming of Scopes of Required Services; LAHSA, ESG, CoC, any/all other funder-mandated guidance/policy and procedure into their programming and service delivery.
Provide resources, best practices, and technical assistance to Interim Housing contractors to ensure programming requirements are met.
Create, review and track performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed.
Work with agencies to resolve program performance findings, concerns, and grievances, as well as to improve provider programming and compliance measures.
Collaborate with leadership and other departments across LAHSA with regards to quarterly reporting to funders, annual funding requests, and annual allocation distribution.
