About The Position

This position leads the corporation’s development and implementation of strategies and policy pertaining to the City of Regina’s role in community safety and well-being. The work includes the coordination and collective efforts in bringing together community and relevant sectors to address issues related to community safety and well-being. The emphasis of work is on managing and developing policy, research and development, establishing, and maintaining specialized community partnerships, special projects, and community engagement. The position represents the City of Regina at inter-agency and inter-governmental committees. It also works to strengthen community capacity via community investments and consulting services that serve to identify opportunities for collaboration and collective impact, and ultimately enhance the quality of life for Regina residents. The position will be part of the Community Well-Being Branch, and reports to the Manager, Community Well-Being.

Requirements

  • Ability to apply strategic and conceptual thinking to a variety of issues and situations.
  • Ability to organize, engage, mobilize and support community leadership, with strong facilitation skills to identify issues and opportunities and develop action plans.
  • Knowledge of best practices in policy development and project management related to community safety and well-being, homelessness, and other priorities as highlighted in the City’s Community Safety and Well-Being Plan
  • Knowledge of community development and collective impact principles and practices and of current standards, trends, needs, and planning/evaluation principles and methods related to community safety and well-being and other root social issues.
  • Ability to design and implement public consultation initiatives, using a variety of methods and approaches.
  • Skilled in gaining cooperation among individuals and groups with diverse backgrounds and perspectives, including the ability to negotiate mutually beneficial agreements, manage change, resolve issues, and implement solutions through engaging and empowering staff, problem solving, decision making and consensus building.
  • Demonstrated success in working collaboratively with diverse populations.
  • Ability to develop strong relationships built on trust and competency.
  • Demonstrated ability to assess and develop partnership opportunities with community organizations.
  • Demonstrated ability to effectively lead teams to achieve organizational objectives.

Responsibilities

  • Leads the development and implementation of strategies, policies, and master plans that promote community well-being and collective approaches to addressing issues related to community safety and well-being.
  • Leads the collaboration with identified key stakeholders, community members, and community-based organizations on initiatives that improve safety and well-being for Regina residents
  • Coordinates the development of partnerships and inter-relationships with community human service agencies, federal and provincial government departments, City Council and its bodies, community organizations and institutions.
  • Oversees community safety and well-being research and analysis with a focus on the implications on the formulation of policies, strategies, and programs.
  • Leads engagement initiatives, participates in inter-agency groups, and supports community well-being organizations that serve communities living in vulnerable contexts.
  • Leads the development of corporate City of Regina policy and plans, ensuring the alignment with the Community Safety and Well-Being Plan, the Plan to End Homelessness, and other related guiding documents
  • Leads community safety and well-being approaches in conjunction with Community and Social Impact Regina
  • Leads analysis, consultation services, and overall coordination of funding streams related to harm reduction and the permanent supportive housing operating grants.
  • Prepares written and/or verbal presentations for City Council and senior management.
  • Provides coordination and facilitation support to committees of council and adjudication committees and works with other departments and agencies to incorporate committee input into policies and programs.
  • Manages special projects, initiatives, or events, as required, related to the City of Regina’s role in community safety and well-being.
  • Develops ongoing strategic and collective alliances and partnerships with other city sections, divisions, departments and agencies to influence and encourage the application and alignment to the community safety and well-being plan, the plan to end homelessness, and the community well-being policy.
  • Initiates and maintains partnerships with corporate partners, other levels of government and community organizations where community issues can be addressed in a collaborative and collective manner; coordinates and negotiates the development of partnership agreements, where required.
  • Represents the City of Regina on inter-agency and inter-governmental initiatives related to issues of community safety and well-being.
  • Participates in department business planning and branch planning; leads the development and implementation of community mobilization work plans that are consistent with department priorities.
  • Develops and manages budgets related to community mobilization, community safety and well-being, including yearly business cases to advance the Community Safety and Well-Being Plan.
  • Responds to inquiries from the public, stakeholders, partners and elected officials in a manner that is consistent with corporate customer service objectives and with Department plans and priorities.
  • Manages all human resources related activities including recruitment and selection, leadership, coaching and development; performance management; and labour relations for direct reports
  • Performs related work as required.
