About The Position

The Department of Commerce is seeking a Coordinated Entry Team Manager (MA5) to provide leadership and oversight for the Data & Performance Unit's (DPU) Coordinated Entry program within Washington's Balance of State Continuum of Care. This role involves supervising the Coordinated Entry team, ensuring compliance with U.S. Department of Housing and Urban Development (HUD) Coordinated Entry requirements and other applicable federal and state regulations, and leading the implementation of Coordinated Entry initiatives outlined in the 2024–2029 State Homeless Housing Strategic Plan. The manager will be responsible for statewide Coordinated Entry policy development, compliance monitoring, technical assistance, performance improvement, governance support, and cross-system collaboration to ensure equitable, consistent, and effective access to housing resources. This position is crucial for maintaining Commerce's compliance with federal Continuum of Care requirements, supporting community partners, and advancing statewide strategies to reduce homelessness. Requirements

Nine (9) years of combined professional-level experience and/or education that involves program management, policy development, compliance monitoring, technical assistance, performance management, or administration of homelessness, housing, human services, or related publicly funded programs.
Three (3) or more years (full time equivalency) of professional-level experience that includes supervising professional staff or leading complex projects involving multiple stakeholders.
Three (3) or more years (full time equivalency) of professional-level experience that includes compliance monitoring and quality assurance.
Three (3) or more years (full time equivalency) of professional-level experience that includes reviewing, interpreting and implementing state and federal requirements.
Lived experience with housing instability and/or experience navigating and receiving services from public systems such as homeless and housing services systems, foster care, the criminal legal system, or behavioral health system will substitute for one (1) year of education beyond high school equivalency and/or professional-level experience.

Responsibilities

Supervise, mentor, and evaluate Coordinated Entry team staff through regular meetings, performance evaluations, and coaching to ensure high-quality performance and achievement of program objectives.
Establish work priorities, assign and monitor workload using work plans, project tracking tools, and program priorities to ensure timely completion of assignments and effective program operations.
Support employee development by identifying training needs, coordinating professional development opportunities, and providing ongoing guidance to strengthen staff knowledge, skills, and performance.
Foster a collaborative, inclusive, and high-performing team environment by facilitating communication, promoting continuous improvement, and encouraging accountability to achieve program goals.
Provide strategic leadership for the Coordinated Entry system within Washington's Balance of State Continuum of Care by establishing program priorities, coordinating statewide activities, and guiding implementation to ensure equitable and effective access to housing resources.
Oversee the development, implementation, and continuous improvement of Coordinated Entry processes, policies, guidance, and business rules using federal requirements, data analysis, and stakeholder feedback to improve program consistency and effectiveness.
Ensure consistent implementation of Coordinated Entry standards and best practices across local communities by providing guidance, monitoring performance, and coordinating with community partners to promote statewide consistency.
Ensure compliance with HUD Coordinated Entry requirements and applicable federal and state regulations by interpreting policy, reviewing program operations, and directing corrective actions to maintain regulatory compliance.
Oversee Coordinated Entry program activities and performance using monitoring results, performance measures, and reporting processes to support Commerce's compliance with Continuum of Care requirements and maintain eligibility for federal and state funding.
Coordinate statewide Coordinated Entry governance activities by facilitating meetings, supporting advisory groups, and engaging stakeholders to promote collaboration, informed decision-making, and continuous system improvement.
Develop, maintain, and update Coordinated Entry policies, Washington's Balance of State Continuum of Care Coordinated Entry Guidelines, and operational procedures using federal regulations, state requirements, and stakeholder input to support consistent statewide implementation.
Direct Coordinated Entry compliance monitoring by reviewing documentation, evaluating local practices, and overseeing corrective action plans to ensure communities meet established program requirements.
Oversee the development and delivery of technical assistance, training, webinars, and educational resources for local communities and grantees to improve compliance, strengthen program implementation, and build local capacity.
Explore feasibility of implementing Coordinated Entry data collection within Homeless Management Information System (HMIS), by assessing business needs, evaluating system capabilities, collaborating with HMIS administrators and developing recommendations for possible implementation.
Identify compliance risks and implement performance improvement strategies by analyzing monitoring results, performance data, and stakeholder feedback to improve accountability and overall system effectiveness.
Manage implementation of Coordinated Entry initiatives within the 2024–2029 State Homeless Housing Strategic Plan by developing work plans, coordinating project activities, monitoring progress, and reporting outcomes to achieve strategic objectives.
Collaborate with Commerce programs, Continuums of Care, local governments, tribal partners, and community organizations through meetings, workgroups, and strategic planning efforts to align Coordinated Entry with statewide homelessness response initiatives.
Represent Commerce at statewide and national meetings, conferences, and policy discussions by presenting information, providing subject matter expertise, and building partnerships that advance Coordinated Entry priorities and statewide goals.
Support strategic initiatives that strengthen statewide housing access and reduce homelessness by analyzing program performance, recommending policy improvements, and coordinating cross-agency implementation efforts.
