About The Position

The Coord Emergency Management - TEC is responsible for supporting Tampa Electric Company’s comprehensive emergency management program focusing on mitigation, preparedness, response, and recovery activities. Develops and coordinates response services to ensure business continuity during emergencies. Drives operational readiness by leading planning efforts, coordinating logistics, conducting training and exercises, ensuring compliance with applicable laws, regulations, and reliability standards. Engage with local government, first responder agencies, and the community by participating in industry groups, associations, and committees. During activations, responsible for leading critical incident management activities, handling intense and chaotic emergency situations in a controlled urgent manner and ensuring appropriate Incident Command System (ICS) sections are sufficiently staffed and teams are trained in their emergency assignments.

Requirements

  • Bachelor’s degree in a related area of study from an accredited college/university.
  • Must acquire a Florida Associate Emergency Manager (FAEM) or Associate Emergency Management (AEM) certification within 4 years.
  • 5 years of experience supporting or contributing to activities related to emergency management, incident coordination, operations, or organizational resilience. Relevant experience may include incident response, logistics coordination, emergency coordination, resource tracking, crisis support, emergency operations, business continuity, Homeland Security, and/or similar functions.
  • Demonstrated knowledge of emergency management principles.
  • Ability to effectively communicate and work in a team environment.
  • Strong planning and project management skills.
  • Understanding of logistics, operations, or planning processes for emergencies.
  • Proficiency in Office 365.

Nice To Haves

  • Bachelor’s degree in Emergency Management or related field (e.g., Homeland Security, Public Health, Public Administration, Safety, etc.).
  • Florida Professional Emergency Management (FPEM) or Certified Emergency Management (CEM) certification.
  • Florida Associate Emergency Manager (FAEM) or Associate Emergency Management (AEM) certification.
  • 3 years of experience directly in Emergency Management /Emergency Response or combined with EM/Business Continuity.
  • Experience with mass notification systems, safety, public health, environmental, IT disaster recovery, or industry associations (e.g., EEI).
  • 1 year experience leading groups.
  • Working knowledge of the Incident Command System (ICS) or emergency response.
  • Utility industry knowledge.
  • Understanding of weather tools and data interpretation, and experience with Power BI dashboards and reporting tools.

Responsibilities

  • Develop, update and maintain all-hazards emergency response/action plans, annexes, standard operating procedures (SOPs), training materials, and emergency assignments.
  • Conduct incident reviews and debriefings for emergency services and support After-Action Reports and Improvement Plans (AAR/IP) following incidents and exercises.
  • Lead emergency activations and operational coordination during incidents.
  • Serve in various incident response leadership roles (e.g., Logistics, Operations, Planning, etc.).
  • Maintain situational awareness and develop strategic/tactical response and incident objectives.
  • Monitor operational expenditures for fiscal compliance including consolidating, reviewing, and submitting approved billing after an emergency.
  • Facilitate information sharing between stakeholders and leadership.
  • Manage inventory, tracking, and deployment of emergency resources and assets.
  • Coordinate acquisition, storage, and maintenance of emergency supplies and equipment.
  • Support resource ordering and mutual aid requests through established associations (e.g., EEI, SEE, RMAG) and identification of critical community facilities with government entities.
  • Identify, screen, and procure vendors to support TEC restoration efforts.
  • Manage vendor relationships, contracts, and budget for emergency services and commodities during blue skies and gray.
  • Identify and maintain sheltering logistics, staging areas, and distribution sites; conduct site visits, assessments, and inspections for vendor capabilities.
  • Respond to industry surveys and assessments.
  • Conduct outreach to internal departments and external community groups and businesses.
  • Promote individual, family, and organizational preparedness (e.g., Get Ready campaign).
  • Build partnerships with weather organizations, industry and trade associations, and participate in planning groups, working committees, and mutual aid networks.
  • Attend training and conferences to acquire/maintain industry knowledge and certifications.
  • Represent TEC at community events, meetings, and public forums.
  • Assist in the development, implementation and continuous improvement of the Emergency Management and Business Continuity program, including policies, procedures, systems, tools, and communications to foster team member, company and community resiliency.
  • Contribute to preparing the overall emergency management budget and assist with administering approved budget in responsible area.
  • Maintain a comprehensive, current knowledge and awareness of emergency management strategies and applicable laws, regulations, and reliability standards (e.g., FPSC, NERC, MARSEC, OPA 1990, etc.), ensuring compliance.
  • Participate in internal and external audits.
  • Develop and coordinate training programs for team members, responders, and stakeholders.
  • Participate in internal and external exercises and serve as Subject Matter Expert (SME).
  • Promote NIMS/ICS compliance through training and credentialing programs.
  • Ensure team readiness through drills and readiness assessments.
  • Maintain training records and documentation for audit purposes.
  • Maintain accurate records, reports, and documentation related to emergency management activities.
  • Develop briefing materials, dashboards, and status reports for leadership.
  • Ensure proper documentation for expense reimbursement and compliance purposes.
