About The Position

Responsible for analytical to engineering level work to optimize the productivity of the Control Center. Areas of applications will include, but are not limited to, leak detection, alarm management, training, power and cost optimization, hydraulics and data collection and analysis. Position will also be responsible for the compliance of PHMSA and DOT regulations. On call status required. This is a 24/7 365-day operation. Create and update monthly pumping and delivery schedules. This individual will provide a primary link with customers and respond to customer inquiries. Coordinate with connecting pipelines, field operations, and pipeline controllers to ensure that product movements comply with regulations, company policies, and relevant procedures for safe and efficient operations of pipeline and terminal systems.

Requirements

  • High School Degree required.
  • 5 years of experience in either pipeline control or pipeline control systems.
  • Programing experience in any of the following Microsoft VBA, SQL, C, Java, Python
  • Ability to proof work for accuracy
  • Excellent PC skills, with proficiency in Microsoft Windows navigation and Microsoft Excel, Word, and Outlook products required
  • Data analysis: inspecting, cleansing, transforming, and modeling data for useful information to aid in decision making
  • Strong attention to detail, with the knowledge of petroleum products and industry terminology
  • Effective analytical and problem-solving skills
  • Ability to ensure regulatory compliance throughout the Control Center with the Code of Federal Regulations (Title 49.195)
  • Ability to coordinate effectively with other personnel, corporate departments, and external customers required
  • Ability to prioritize and handle multiple tasks and projects concurrently, managing time and scheduling to meet appropriate deadlines
  • Ability to work in a team environment required
  • Ability to work independently with limited supervision and independently conduct job accountabilities
  • Knowledge of Operating, Maintenance, & Emergency Procedures
  • Knowledge of system specific, MOP’s Line fills, and Operating Procedures for all consoles.
  • Knowledge of basic pipeline hydraulics

Nice To Haves

  • College Degree with studies in Statistics and/or Engineering Preferred.
  • Broad experience in scheduling, control center, and pipeline operations including SCADA and related systems applications preferred

Responsibilities

  • Assist in evaluation of Control Center Alarm Management System and implement continuous improvements
  • Assist in evaluation of pipeline Leak Detection System Alarms, document Leak Detection Alarms, Causes and Responses
  • Collaborate with Technical Services and SCADA Departments to resolve instrumentation and system tuning to minimize false alarming while maintaining system integrity
  • Participate in and support the Alarm Rationalization Process
  • Provide support for Pipeline Controllers in the use of other advanced systems, i.e. Power Optimization
  • Assist in evaluation of Control Center Training Program and implement continuous improvements
  • Assist in the Control Center’s regulatory compliance from daily documentation to assistance in regulatory audits
  • May perform other related duties as needed.
  • Coordinate monthly nominations – schedule inventory and pipeline movements to ratably deliver shipper nominated totals
  • Track month to date progress of schedules – Accumulate and track updated receipt and delivery month to date volumes.
  • Revise schedules and pump orders as needed.
  • Inventory Management – facilitate pipeline movements to manage system inventory at a safe and reasonable level to ensure scheduled deliveries are ratable and timely
  • Product quality – schedule product movements effectively to maintain product quality with particular emphasis on batched systems
  • Operations and Accounting support – provide support to both Operations and Pipeline Accounting during month end close process and as needed.
  • Expected to provide 24/7 on call support; occasional field visits as needed
