About The Position

Serve as a Joint Project Agreement contract writer, facilitator, negotiator, and coordinator for the Joint Project Administration Group within the Infrastructure Delivery and Operations Division (IDO). Prepare and process various assigned agreements as required and in accordance with ARS 11-952. Work complex, time-sensitive agreements with up to multi-million dollar values in all areas of contract requirements with a limited range of contractual activities. Coordinate with other government and State agencies, private industry, internal technical staff, and attorneys to ensure accuracy and lawful compliance with federal regulations and state laws, statutes, and ADOT policies throughout the agreement process; provide support and guidance to ADOT staff and external partners during the development. This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures. Requirements

  • This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply.
  • Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks.
  • The license must be current, unexpired, and neither revoked nor suspended.
  • Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
  • An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
  • All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Responsibilities

  • Prepare and process various assigned agreements as required and in accordance with ARS 11-952.
  • Work complex, time-sensitive agreements with up to multi-million dollar values in all areas of contract requirements with a limited range of contractual activities.
  • Coordinate with other government and State agencies, private industry, internal technical staff, and attorneys to ensure accuracy and lawful compliance with federal regulations and state laws, statutes, and ADOT policies throughout the agreement process; provide support and guidance to ADOT staff and external partners during the development.
  • Reads proposals, contracts, and amendments prepared by others; makes recommendations for improvements; negotiates agreements or activities between and among agencies at the same or different levels of government or between public and private agencies to advance common interests; write contracts or intergovernmental agreements with other agencies, governments, outside consultants.
  • Perform tasks required for writing and execution of all types of agreements, including but not limited to: perform project research; facilitate meetings with ADOT staff and external entities and attorneys; compile data in the preparation of agreements; provide required contract language, guidance, and expertise; process agreements through the review process; obtain necessary approvals and signature.
  • Compose correspondence; update and monitor the status of agreements to ensure project delivery schedules are met; monitor, maintain, and analyze assigned project information on the database.
  • Advises, instructs, and explains technical matters to staff and manager.
  • Participate in quality improvement meetings and trainings.
  • Prepare and provide presentations, and attend meetings as required.
  • May drive a vehicle in the course and scope of State business, attend meetings throughout Arizona when needed.
