The Contract Specialist II independently performs professional pre-award and post-award acquisition and contracting functions for a broad variety of moderately complex and complex requirements. The employee advises customers on acquisition strategy, develops solicitations, evaluates proposals, supports or conducts negotiations, prepares award recommendations, administers contracts, and resolves nonstandard contracting issues. Work requires independent judgment, regulatory research, business analysis, and coordination with technical, legal, financial, security, and program stakeholders. Independently manages assigned acquisitions from requirements development through award, administration, and closeout. Handles specialized, multi-year, technically complex, urgent, sensitive, or otherwise nonstandard requirements. Develops acquisition strategies and recommends competition methods, contract types, pricing arrangements, provisions, clauses, and evaluation approaches. Performs detailed price analysis and coordinates technical, cost, audit, legal, or other specialized reviews. Provides technical guidance and informal mentoring to lower-level contract specialists. May exercise contracting officer authority only when formally appointed and acting within the limits of a valid warrant.
