About The Position

Synertex LLC is seeking a highly experienced Contract Program Manager (PM) to support a U.S. Government agency. This role provides full lifecycle program leadership for a large-scale classified program supporting analytical, vetting, and intelligence operations. The Program Manager will serve as the primary interface to Government leadership and is responsible for ensuring execution excellence across cost, schedule, and performance.

Requirements

  • Active TS/SCI clearance with CI Polygraph (required)
  • Bachelor's degree required
  • Minimum 10+ years of federal program management experience
  • Minimum 5+ years managing intelligence, vetting, or analytical support programs (50+ FTE)
  • Demonstrated experience supporting FBI, IC, or DOJ mission customers (required context experience preferred)
  • Proven experience with Federal contract execution (FFP and Work Item structures)
  • Proven experience with COR/CO stakeholder engagement
  • Proven experience with Classified program management
  • Proven experience with OCI compliance and QC governance
  • PMP (Required)

Nice To Haves

  • Master's degree preferred
  • Experience with EVMS and CPI performance tracking
  • Background in CMMI, Six Sigma, or structured process improvement frameworks
  • Experience with performance-based acquisitions and PWS-driven contracts
  • Familiarity with vetting, insider threat, or adjudication environments
  • Certified ScrumMaster (CSM)
  • Six Sigma Green/Black Belt
  • ITIL Foundation

Responsibilities

  • Lead all aspects of execution for a large-scale federal intelligence support program
  • Oversee analytical, vetting, and mission support operations in a classified environment
  • Ensure delivery compliance with Performance Work Statement (PWS) requirements
  • Maintain accountability for cost, schedule, and performance outcomes
  • Serve as primary liaison to Contracting Officer's Representative (COR) and Contracting Officer (CO)
  • Ensure compliance with all classified program security and handling requirements
  • Enforce Organizational Conflict of Interest (OCI) mitigation requirements
  • Establish and govern program quality control (QC) processes
  • Own program financial performance, including P&L and resource allocation
  • Implement and monitor Earned Value Management System (EVMS) and Cost Performance Index (CPI) metrics
  • Drive continuous process improvement using CMMI, Six Sigma, or equivalent frameworks
  • Optimize vetting and adjudication workflows for throughput and accuracy
  • Execute performance-based contract requirements aligned to PWS objectives
  • Ensure scalability and efficiency in high-tempo operational environments
  • Coordinate cross-site operations between Winchester, VA and Clarksburg, WV
