About The Position

The Department of Community Resources (DCR) through its Community Resource Center, supports the core departments of Mecklenburg County Health and Human Services (HHS) in doing their business through an integrated service delivery model of subject-matter experts from each core department and community partners who provide services to County residents in our HHS Community Resource Center. In addition, DCR is responsible for administering Child Support Services, Economic Services, MeckSuccess, HOMES, and Unified Workforce Development programs, as well as Integrated Health and Human Services Mail Services. This position is in the Department of Community Resources and will report to the Sr Business Manager. The candidate will be responsible for managing contracts, including but not limited to grant writing, contracts, memorandum of understanding, interlocal agreements, formal requests for proposals (RFPs), and any other agreements as assigned. In addition, this position will perform contract research and contract reconciliation, maintain an updated certificate of insurance, and perform other contractual management. This position requires on-site support to the Department Monday – Friday. Perform work involving the coordination, preparation, and processing of various contracts related to an assigned area. This position, under minimal supervision, is responsible for contract administration; maintains and audits a central contract-resource file to ensure proper procedural controls and contract specifications. Manage contracts through an array of tasks and activities that include, but not limited to, developing contracts that align with best practice models and that define deliverables, performance outcomes, payment and reimbursement schedules; developing program monitoring policies and procedures, action improvement plans, monitoring timelines and schedules; creating service and fiscal dashboards; and, conducting on-site program monitoring and technical assistance sessions.

Requirements

  • Minimum of four years of experience in a related field
  • Bachelor's degree in a Finance, Business Administration, Human Services, or related field
  • Combination of relevant education and relevant experience accepted: Yes
  • May require a valid North Carolina or South Carolina Driver's License
  • May require an Annual Motor Vehicle Record (MVR) check
  • Requires County Driving Privileges
  • Intermediate in various computer applications including Microsoft Office

Nice To Haves

  • Experience with document management systems and electronic signature platforms (e.g., DocuSign)
  • Prior OnBase experience
  • Proficiency in Microsoft Office, particularly Word and Excel

Responsibilities

  • Create and manage the database for contract information; create and maintain a comprehensive contract management system, including procedure manuals
  • Participate with County staff and others to develop appropriate program plans and evaluation systems
  • Draft or amend contracts and ensure the contracts are in accordance with Federal and State requirements and County standards
  • Partner with the department or program when requests for proposal are issued
  • Prepare applicable documents and reports
  • Coordinate and participate in special projects related to contract activities
  • Develop, audit, compile, calculate and analyze a variety of contract data
  • Negotiate terms for Purchase of Service contracts
  • Coordinate management of service contracts and related projects
  • Respond in cases of urgent and/or emergent events that require public health interventions.
  • Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required.
  • Service on the emergency management team on a two-year rotating cycle.
