This position will be responsible for overseeing and coordinating contracts to ensure administration procedures are being followed. Requirements

  • ENGINEERING CONCEPTS AND REPAIR INSPECTION.
  • VERBAL AND WRITTEN COMMUNICATIONS.
  • USING COMPUTER PROGRAMS SUCH AS WORD, EXCEL, AND OTHER DEPARTMENT MAINFRAME PROGRAMS.
  • OVERSEE AND ADMINISTER CONTRACTS.
  • INTERPRET CONTRACT PLANS, STANDARD SPECIFICATIONS, DESIGN STANDARDS AND A GENERAL UNDERSTANDING OF ENGINEERING TERMINOLOGY.
  • PLAN, ORGANIZE, AND COORDINATE WORK ASSIGNMENTS.
  • MAINTAIN ACCURATE RECORDS.
  • ANALYZE AND RESOLVE PROBLEMS USING PLANS, SPECIFICATIONS, CONTRACT DOCUMENTS AND ENGINEERING JUDGEMENT.

  • While on-duty status, the position's incumbent may be required to drive a state owned or leased vehicle to perform the duties of this position.
  • A valid Class E driver's license is required.
  • Employee may be required to work with or around hazardous materials.
  • Responsible for adhering to the provisions and requirements of section 215.422, F.S., related State Comptroller's rules, and Department of Transportation's invoice processing and warrant distribution procedures.
  • This position is required to work with or around Department of Corrections Inmates.
  • High School Diploma or Certificate of High School Equivalency and 12 months of Infrastructure design, construction, or maintenance experience; or an Associate’s Degree or higher.
  • This position requires a valid Class (E) driver’s license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.
  • Male applicants born on or after October 1, 1962, will not be eligible for hire or promotion in the Career Service, or appointment in the Selected Exempt Service (SES) or Senior Management Service (SMS), unless they are registered with the Selective Service System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.

Responsibilities

  • Oversees contractor activities on maintenance contracts to assure that the contract documents are being adhered to and contract administration procedures are being followed.
  • Creates, issues and verifies work documents to contractors indicating work locations, pay item quantities of work to be performed, and date work is to begin/end, if required by contract.
  • Makes field reviews with contractor as needed.
  • Assists with the development and preparation of the preliminary plans, specifications, preliminary estimates and related contract documents for all assigned contracts.
  • Conducts pre-work meetings to ensure the contractor understands scope of work and expected results.
  • Assists with the preparation of contract renewal documents, draft maintenance agreements with municipalities, supplemental agreement drafts, time extensions, contractor correspondence and other documents necessary for proper management of the contract as directed.
  • Provides support to inspectors in resolving contract related problems and scheduling of work.
  • Motivates inspectors to improve the quality and quantity of work performed.
  • Provides assigned inspectors with on- the-job training in proper techniques and Department procedures.
  • Verifies invoices, generates pay estimates in Site Manager and Florida Accountability Contracts Tracking System (FACTS) and enters data in the Maintenance Management System.
  • Completes Notice of Beginning and Ending letters, Contractor Field Performance Reports and other related documents as directed.
  • Coordinates and assists in performing work need surveys to gather information for maintenance contract work plan.
  • Evaluates work plan for possible conflicts with existing utilities, other projects, local residents, cities and businesses.
  • Assists with data collection and field reviews pertaining to legal claim investigations.
