About The Position

ProSidian seeks a Contract Compliance Analyst for Risk, Compliance & Independent Certification Support. This role provides program support on an Exempt 1099 Contract basis, with no overtime pay. The position is primarily remote within the USA, with occasional on-site meetings expected in Washington, DC or nationwide. The analyst will support the U.S. Department of Energy's Loan Programs Office (LPO), which provides debt financing for energy infrastructure projects. The role is aligned with the GSA Labor Category: Junior Consultant and requires relevant Energy Industry experience (Oil, Gas/Power, Utilities). The Contract Compliance Analyst will convert engineering, construction, compliance, and risk findings into lender-ready due diligence, monitoring, certification, and decision-support outputs. This includes reviewing EPC and equipment supply documents, disbursement conditions, and compliance evidence, and preparing reports and contract compliance documentation. The analyst will be part of a team providing management and financial consulting, acquisition and grants management support, and business program and project management services.

Requirements

  • Bachelor's degree in engineering, environmental science, construction management, business, risk management, finance, or related field.
  • 3-7 years of relevant technical, analytical, project controls, configuration, finance, or energy infrastructure support experience.
  • DOE/LPO or federal energy program exposure preferred.
  • Independent engineering review.
  • U.S. Department of Energy (DOE) Loan Programs Office (LPO) - Style documentation discipline.
  • Technical due diligence.

  • Contract requirements, EPC obligations, loan agreement conditions, and technical commitments.

  • Proficiency with business tools and technology, including Microsoft Office (advanced with Excel, Access, Outlook, PowerPoint, and Word; proficient with Adobe Acrobat, data analytics tools, and Visio).
  • Ability to quickly learn other tools as needed.

Nice To Haves

  • Relevant certifications such as PMP, CQA, CIA, ISO Lead Auditor, CHMM, CSP, or PMI-RMP preferred.

Responsibilities

  • Provides Independent Engineering advisory support for Energy Dominance Financing (EDF) Program technical due diligence, credit evaluation, lifecycle monitoring, and assurance activities, with emphasis on contract requirements, EPC obligations, loan agreement conditions, and technical commitments.
  • Reviews project documentation, evaluates technical and commercial interfaces, identifies risks and mitigations, validates assumptions, supports conditions precedent and disbursement readiness reviews where applicable, and prepares defensible work products including compliance matrices, contract clause traceability, deliverable tracking, and exceptions reporting.
  • Coordinates with engineering, finance, legal, construction, operations, environmental, HSE, and project controls stakeholders to support timely lender and DOE decision-making.
  • May participate in data room reviews, borrower/contractor interviews, site observations, monthly monitoring meetings, risk register updates, CP evidence reviews, draw package checks, issue closure tracking, and preparation of Independent Engineer reports for DOE, LPO, credit, and program governance stakeholders.
