About The Position

T. White Parker seeks a Closeout Specialist to manage and execute contract and project closeout activities in support of a federal research portfolio. This role is responsible for coordinating and completing all technical, administrative, and financial closeout actions from substantial completion through final contract closeout in accordance with the Federal Acquisition Regulation (FAR), Transportation Acquisition Regulation (TAR), and agency-specific requirements. The Closeout Specialist will work closely with contracting officers, project managers, financial teams, and program personnel to ensure closeout deliverables are accurate, compliant, and completed within required timelines.

Requirements

  • Bachelor's degree in Business Administration or equivalent.
  • Minimum of 7 years of related experience in government contract closeout, contract administration, or project controls supporting federal projects.
  • Demonstrated working knowledge of FAR and TAR requirements.
  • Hands-on experience executing closeout actions in PRISM.
  • Experience performing invoicing reconciliation using Deltek/Delphi.
  • Proven ability to manage multiple contracts simultaneously with exceptional attention to detail.
  • Strong communication and collaboration skills, particularly when working with contracting officers, program staff, and financial teams.
  • Exceptional writing skills with the ability to clearly document compliance and guide closeout packages through review and approval workflows.
  • Proficiency in Microsoft Office Suite and SharePoint.
  • Ability to obtain a Public Trust Security Clearance
  • Ability to work in the U.S. without sponsorship
  • Must be available to work onsite in SE Washington, D.C.

Nice To Haves

  • Experience supporting closeout activities for DOT-funded contracts.
  • Familiarity with federal procurement systems and financial reconciliation tools beyond PRISM and Delphi.
  • Experience working within or supporting an EPMO structure.
  • Federal contracting certification (e.g., DAWIA, FAC-C).

Responsibilities

  • Manage and execute contract and project closeout activities in accordance with FAR, TAR, and agency-specific requirements.
  • Coordinate and complete all technical, administrative, and financial closeout actions from substantial completion through final contract closeout.
  • Prepare, review, and submit closeout documentation for contracts, task orders, and agreements.
  • Execute closeout actions in PRISM, ensuring all contract data is accurate, complete, and auditable.
  • Support financial closeout activities, including reconciliation of invoicing and expenditure data using Deltek/Delphi.
  • Coordinate with finance and contracts teams to support final billing and resolve discrepancies.
  • Collaborate with contracting officers, project managers, and program personnel throughout the closeout lifecycle.
  • Initiate necessary paperwork for closing out completed task orders and coordinate closeout actions including validating final invoice approval and removing or reallocating funding.
  • Track procurement closeout status and maintain accurate records of all closeout actions.
  • Guide closeout packages through review and approval workflows, ensuring compliance and timeliness.
  • Serve as a resource for procurement support to task order managers in preparing documents and facilitating procurement workflow.
  • Provide consultation on database tools to meet portfolio management needs as required.
  • Maintain audit-ready documentation throughout the closeout process.
