About The Position

The Department of Public Safety's mission is to safeguard and preserve the lives and property of the people of North Carolina through preparation, prevention, and protection with integrity and honor. This position is responsible for the development and negotiation of statewide contractual programs and includes direct oversight of the Request for Proposal solicitation and open competitive bid processes; bid addendums, scoring rubric, review team and consensus scoring, and making recommendations to DPS management for contract awards. Conducts vendor entry level conferences, addressing modifications to the terms through the contract amendment process. Negotiates and mediates terms and conditions of contract renewals, communicates Department expectations and compliance using DPS Policy, State Purchasing and Logistics Rules and Regulations, North Carolina General Terms and Conditions, Department of Health and Human Services Residential Child Care Requirements for Licensure. Reviews and approves juvenile referrals to residential services, creates programming goals and objectives, develops program outcomes and performance measures, and provides technical assistance to other juvenile justice staff and contractual services personnel. Incorporates best practices in programs and operational protocols, actively participates in both internal and external meetings, serves on committees that promote the development of community programming activities. Provides training to external parties on program models utilized by the Department. Reviews budgets, monthly invoices and disbursements by DPS in accordance to the terms and conditions of contractual agreements, maintenance repairs, and related services to short-term residential facilities. Performs on-site quality assurance visits to monitor compliance efforts. The position monitors and initiates periodic inventory control. The Contract Administrator analyzes, interprets and presents juvenile justice and related data to key stakeholders and facilitates further analysis as the core element of the statutorily mandated services for adjudicated juveniles. Collects and synthesizes data for mandated legislative reporting as required by the Fiscal Research and Program Evaluation Division of the General Assembly and for planning long range initiatives for the Juvenile Community Programs Section. Provides consultation, training, and guidance on effective juvenile justice program interventions, strategies, and best practice program models designed to impact recidivism reduction for targeted juvenile populations. Supports other Department and Section initiatives to further reduce juvenile delinquency, improve the effectiveness and efficiency of Community Programs, including but not limited to special funding initiatives.

Requirements

  • Bachelor's degree from an appropriately accredited institution and four years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.

Nice To Haves

  • Experience in the juvenile justice field working with high risk juveniles and/or community based programming.
  • Knowledge of juvenile, community agencies and/or human service non-profit entities.
  • Knowledge of evidence-based, research supported juvenile justice best practice programming models.
