About The Position

AECOM is seeking a Senior Manager of Contract Administration to join our Baltimore, MD office, supporting the B&P Tunnel Replacement (BPTR) Program and other project opportunities across the organization. AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America’s busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The Contract Administration Senior Manager will serve as the Owner’s Representative providing comprehensive contractual oversight of one or more contractors and their subconsultants and will work as a part of the Commercial Management team. This role is responsible for ensuring that contracts are administered in accordance with contractual terms, program governance requirements, and best practices, while protecting the Owner’s commercial interests throughout the project lifecycle. The successful candidate will work closely with Program Controls, Design Management, and Construction Management teams, as well as external stakeholders to administer the contract through the project closeout phase.

Requirements

  • Bachelor's degree plus (10) ten years of related experience or demonstrated equivalency of experience and/or education including 2 years of leadership.
  • Demonstrated infrastructure design and construction program and contract management experience with working knowledge of construction contracts, technical specifications and engineering drawing interpretations
  • Experience supporting mediation, arbitration, and dispute resolution
  • Knowledgeable about federal competitive procurement processes and regulations.
  • Able to work independently with the ability to coordinate with multiple project team members, consultants, and contractors for specific initiatives.
  • Advanced analytical and creative problem-solving skills, with focus on collaboration, team building, and customer service on commercial matters
  • Experience with Microsoft Office Suite, SharePoint, and PMIS platforms.
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders.
  • Strong organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines.
  • Able to work in the Integrated Program Office located in Baltimore, MD.
  • Effective written and verbal communication, teamwork, and interpersonal skills

Nice To Haves

  • Professional certifications such as CCM, PMP, or PSP
  • Familiarity with alternate project delivery methods such as CMAR, Design-Build, and P3

Responsibilities

  • Function as the primary contact for contract administration with package contractors and their subconsultants.
  • Administer contracts in accordance with contract documents, policies, and applicable public-sector or owner governance requirements.
  • Ensure contractor compliance with contractual obligations related to scope, schedule, cost, quality, safety, and reporting.
  • Maintain accurate contract records, including correspondence, change documentation, notices, claims, and commercial logs.
  • Support Contract Claims Manager with review, assessment, and negotiation of contract change orders, claims, time extensions, and compensable delays etc.
  • Coordinate with Program Controls, especially Risk Manager, to assess cost and schedule impacts of contract changes.
  • Participate in follow-up discussions with SMEs, estimators, and schedulers.
  • Monitor contractor performance against contractual KPIs and commercial milestones.
  • Support enforcement of contract remedies, including corrective action, and nonconformance management.
  • Collaborate with Design Management, Construction Management, Safety, and Quality teams to ensure alignment between technical delivery and commercial considerations.
  • Coordinate and support Procurement process for timely issuance of Contract Modifications.
  • Liaise with cost and finance teams to ensure alignment with available budgets, accruals, and forecasts.
  • Support the commercial team in negotiations that lead to contract modifications.
  • Ensure compliance with the management of vital records and relevant correspondence to support reporting, contract audits, grants management process, claims and litigations, and contract close out.
  • Interface with the contractor and other stakeholders, as required, to gather additional details.
  • Attend technical and commercial project working group meetings as assigned.
