About The Position

This role involves managing and coordinating the construction phase of public improvement contracts, particularly focusing on tunnels. The Construction Supervisor will provide lead construction management, potentially on multiple projects simultaneously. Responsibilities include ensuring projects meet set goals, overseeing field engineering and inspection, monitoring construction activities and materials for contract compliance, and reviewing design plans for constructability. The position requires active participation in construction meetings, assessment of contractor methods, preparation of cash flow projections, and administration of contracts and purchase orders. The role also involves managing scope changes, coordinating with utilities and municipalities, responding to public complaints, and ensuring safe work practices are followed. The Construction Supervisor will also be responsible for verifying invoices and overseeing contract close-out.

Requirements

• Associate degree, preferably in Engineering, Construction Management or a closely related field OR currently pursuing and have completed sufficient coursework towards a Bachelor’s degree, in a declared major within a related field (typically enrolled in Junior or Senior level courses).
• Five (5) years of experience in construction.
• Experience analyzing data and processes.
• Valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
• Attention to detail.
• Ability to work with other team members in a collaborative manner.
• Ability to effectively manage multiple tasks and assignments simultaneously in a fast-paced work environment.
• Proficiency with Microsoft Office software such as Excel, Word and PowerPoint.
• Ability to be reliable and punctual in reporting to work as scheduled.
• Ability to compile, compare, compute, analyze, negotiate, copy, communicate, instruct and coordinate.
• Ability to communicate while exhibiting strong interpersonal skills.
• Ability to stand, walk, climb, hear and talk.
• Ability to lift up to 50 lbs. on an occasional basis.
• Visual demands include near acuity, depth perception, far acuity, color vision and accommodation.
• Ability to wear required respiratory protection devices in accordance with the District’s policy, including not having facial hair that interferes with the facepiece-to-face seal.
• Ability to perform confined space entry on the job.

Nice To Haves

• Treatment plant or underground construction related experience.
• Engineer in Training (EIT) or Construction Manager in Training (CMIT) license preferred.

Responsibilities

• Monitors construction by others of various sized public improvement contracts, including organizing and coordinating all field engineering and inspection activities related to the contract.
• Monitors all construction activity in order to confirm the work being performed and the materials and equipment being installed conform to the contract requirements.
• Reviews preliminary and final design plans from a constructability standpoint and advises whether the materials and equipment to be incorporated into the contract are suitable for the purpose intended.
• Participates in value engineering and design reviews.
• Reviews the engineer’s estimate and all addenda.
• Participates in pre-bid site inspections and pre-bid meetings and answers questions as necessary.
• Reviews the Engineer's evaluation and recommendation and performs other tasks necessary prior to the contract award.
• Conducts construction meetings.
• Receives, reviews and approves contractors' schedules of value and construction progress schedules.
• Assesses the means and methods by which the Contractor proposes to construct the contract.
• Prepares cash flow projections for the contract and updates on an annual basis.
• Administers contracts, purchase orders, and other agreements to ensure that the scope, terms, and conditions are consistently and proactively being met.
• Oversees the day-to-day field activities to help ensure that the project milestone dates and overall schedule completion date is met.
• Manages changes in project scope to ensure that the most recent documents are being used at all times to prevent avoidable rework.
• Assigns testing and inspection personnel to the contract and/or items of work making up the contract and monitors progress of the work of assigned testing and inspection personnel.
• Acts as liaison between the Design Engineer, the District's office engineers, and the Contractor.
• Prepares daily reports outlining the progress of the contract and composes correspondence and memoranda as necessary.
• Receives and answers questions concerning the work from the Contractor, or forwards question(s) to the appropriate entity for answer.
• Acts as mediator in disputes over contract interpretation between Design Engineer and Contractor.
• Measures work in place and equipment and materials furnished for purposes of computing progress payments.
• Reviews requests for payment and recommends approval thereof.
• Drafts simple plan adjustments and prepares field sketches in order to speed progress of the work and perform calculations and field surveying services in order to monitor progress of work.
• Directs or performs field tests using various gauges, meters, and instruments.
• Requests proposals from Contractor for Change Orders and negotiates the price and scope of each.
• Investigates, analyzes, and negotiates construction claims; monitors progress of a claim when placed on notice by the Contractor and negotiates a price for value claims.
• Administers and oversees completion and close-out of the contract.
• Coordinates project with various utilities, municipalities, and agencies.
• Responds to and resolves complaints submitted by the public and municipal officials.
• Attends or holds meetings with public officials to report on job progress.
• Notes and has rectified poor standards of work by contractors, subcontractors, and vendors.
• Writes change order reports, daily reports, memos, and correspondence.
• Observes safe work practices and endeavors to ensure that contractors observe safe work practices, when applicable.
• Verifies and approves invoices to validate accuracy with respect to work performance and/or equipment delivered and recommends approval for payment.
• Coordinates equipment training and start-up assistance for newly constructed facilities.
• Provides input and direction to planning, scheduling, and engineering functions as required.
• Ability to manage multiple, complex construction projects concurrently.
• Reviews progress schedule updates and notifies Contractor of schedule deficiencies.
