About The Position

Lawrence Livermore National Laboratory is seeking an experienced Construction Manager for its Transition and Disposition (T&D) Program. The role leads complex facility transition, decommissioning and demolition (D&D) projects through the full lifecycle, from initial structural assessment to site remediation and closeout. The work supports preparation of the laboratory campus for future national security facilities and involves collaboration with nuclear safety experts, environmental scientists, federal oversight teams, and laboratory stakeholders. The position provides technical and administrative oversight of LLNL-led and subcontracted construction and D&D work affecting laboratory structures, systems, and components. It requires full-time on-site presence and may be filled at either the TSS.3 or TSS.4 level, depending on knowledge and experience; additional responsibilities apply at TSS.4.

Requirements

Ability to obtain and maintain a U.S. DOE Q-level security clearance; U.S. citizenship is required for the clearance.
Bachelor’s degree in engineering or Construction Management, an equivalent combination of education and experience, or certification as a construction manager under CMAA.
Advanced knowledge and understanding of the construction manager role, with D&D experience.
Advanced knowledge of construction and demolition methods, materials, and codes, and ability to read and understand blueprint drawings.
Advanced knowledge of and experience with constructability review of bid packages.
Significant experience managing construction and demolition projects and budgets.
Significant experience interpreting and applying applicable local, state, and federal safety standards, codes, laws, regulations, environmental, safety, and health policies and procedures, and OSHA regulations to construction and demolition projects.
Advanced verbal and written communication skills to explain, present, and advise project personnel and customers.
Proficiency with Microsoft Office, MS Project, computerized maintenance management systems (CMMS), timekeeping systems, and construction project management software such as Procore.
At TSS.4, extensive experience managing multiple construction or demolition projects and budgets simultaneously, and producing and implementing solutions to highly complex engineering-related problems.
At TSS.4, subject matter expertise in construction and demolition methods, scheduling, materials, and codes, with extensive electrical installation experience and NFPA 70E and NEC code experience.
At TSS.4, experience monitoring or directing subordinate staff, teams, or workgroups.
At TSS.4, ability to set technical direction, prioritize work, and facilitate resolution of conflicting project requirements.
At TSS.4, experience managing hazardous, radioactive, mixed, and construction-and-demolition waste streams, including characterization, packaging, transportation, storage, and disposal interfaces.

Nice To Haves

Experience in construction and demolition of major laboratory facilities and buildings.

Responsibilities

Provide technical and administrative direction, oversight, and solutions for complex construction and D&D projects and activities.
Resolve technical issues related to complex drawings, specifications, and other construction data, evaluating alternatives, risks, and project impacts to develop practical, compliant solutions.
Monitor subcontractor safety programs and field adherence to approved safety requirements and controls.
Monitor subcontractor schedules, manage time-critical issues, and coordinate or schedule hold-point and special safety hold-point inspections.
Monitor and oversee subcontracted characterization efforts.
Develop project-specific logistics plans, including waste handling and storage, and coordinate waste shipping and disposal.
Direct procurement and delivery of government-furnished equipment and materials.
Review site-specific safety plans (SSSPs) and job hazard analyses (JHAs) for compliance with Laboratory safety policies, and coordinate review and approval of project safety documents with LLNL ES&H stakeholders.
Ensure subcontractor testing and commissioning plans meet subcontract requirements; coordinate and oversee commissioning with LLNL stakeholders and assemble closeout documentation.
At TSS.4, create project-specific quality assurance plans and perform, coordinate, or direct quality assurance oversight of work in progress.
At TSS.4, provide expert LOTO experience and facilitate, coordinate, and oversee complex LOTO activities involving multiple construction-related hazards.
At TSS.4, review constructability and D&D plans, including Sampling and Analysis Plans and Waste Management and Transportation Plans; recommend solutions to complex problems; and support preconstruction, pre-demolition, and weekly coordination meetings by preparing agendas and minutes.
At TSS.4, represent LLNS as a subject matter expert, implement decisions on construction or demolition matters, and process subcontractor-generated documents, RFIs, and technical submittals.
At TSS.4, establish execution strategies for highly complex D&D work, including sequencing, logistics, hazard controls, waste disposition, and stakeholder interfaces.
