About The Position

AT&T Global Public Sector is seeking a COMSEC Responsible Officer (CRO) to support the Intelligence Sector. The CRO is responsible and accountable for all COMSEC material issued to their subaccount and ensures compliance with all applicable provisions in provided guidance and policies. This position requires office presence a minimum of 5 days per week and is located at a government customer site in Aurora, CO. The role involves coordinating and routing requests for COMSEC material, maintaining a COMSEC file plan, ensuring cryptographic equipment is keyed correctly, and handling Top Secret keys with Two-Person-Integrity procedures. The CRO will also establish a training program for users, prepare an emergency plan, process transfer and destruction paperwork, publish a list of authorized personnel, report COMSEC incidents, request additional material, and support detachment operations. The Primary CRO signs all reports, with the Alternate CRO signing in their absence. The role also includes validating the continuing need for COMSEC material and requesting disposition instructions for unneeded material.

Requirements

  • At least 3 years in IA Technology or a related field.
  • Meet minimum requirements for DoD 8140 IAT Level 2 certification; level 3 requirements are acceptable as well.
  • Certifications must be obtained within six (6) months should the candidate not already meet minimum certification requirement: Certified Network Defender (CND), COMPTIA Cybersecurity Analyst (CYSA+), COMPTIA Security+, GIAC Security Essentials (GSEC), Global Industrial Cyber Security Professional (GICSP), Implementing and Administering Cisco Solutions (CCNA), Systems Security Certified Practitioner (SSCP).
  • Required to become proficient on the Customer’s Assessment and Authorization tool to track and document the RMF steps.
  • Required Clearance: TS/SCI with polygraph.

Responsibilities

  • Responsible and accountable for all COMSEC material issued to their subaccount.
  • Ensure compliance with all applicable provisions identified in provided guidance & policies.
  • Coordinate and route all requests for the transfer/disposition of COMSEC material through the program leads.
  • Create and maintain a COMSEC file plan IAW specified retention instructions and an unclassified material delivery point.
  • Ensure cryptographic equipment is keyed in accordance with the supporting key’s effective date.
  • Ensure Top Secret keys are received, handled, controlled, stored, & destroyed utilizing Two-Person-Integrity procedures.
  • Ensure two COMSEC-briefed individuals destroy COMSEC material as required.
  • Establish a comprehensive, reoccurring training program for their COMSEC users.
  • Prepare a written emergency plan and ensure all COMSEC briefed personnel are trained on their duties & responsibilities within the plan.
  • Process all transfer, destruction, & semiannual or change of CRO inventory paperwork in a timely manner; return paperwork to the program office.
  • Publish a list of people authorized access to the subaccount’s COMSEC material.
  • Report known or suspected COMSEC incidents, including deviations from COMSEC constraints document to the program office immediately.
  • Ensure COMSEC briefed personnel are aware of proper COMSEC incident reporting procedures.
  • Request additional COMSEC material, or relocation of existing material, from the program office.
  • Return excess material and all ancillary material to the COR within 15 business days after removal from operations or after identification of item as excess.
  • Support detachment operations and maintenance personnel as necessary on new installs, circuit outages, and troubleshooting.
  • The Primary CRO on the subaccount signs all reports unless not present for duty; in the absence of the Primary the Alternate CRO will sign reports.
  • Validate, in the form of a requirements letter, the continuing need for all COMSEC material held locally, & request disposition instructions for any material not required to fulfill ongoing operational needs.
