Computer Systems Engineer / Architect | Active Secret Clearance Required
About The Position
Heartline Staffing is recruiting a senior-level Computer Systems Engineer / Architect to support Enhanced 9-1-1 implementation activities associated with Army Voice Modernization in Winchester, Virginia. This role involves supporting Enhanced 9-1-1 implementation, providing systems engineering and IP network support focused on emergency services routing, and supporting location information provisioning, interoperability coordination, and technical risk reduction. The position also includes supporting Army Public Safety Answering Point connectivity and modernizing emergency communications for Army installations worldwide.
Requirements
- 10+ years systems engineering or network engineering experience REQUIRED
- 5+ years IP routing and enterprise communications experience REQUIRED
- Experience with SIP/VoIP technologies REQUIRED
- Experience supporting E-911 / NG911 environments REQUIRED
- Experience supporting DoD or Federal networks REQUIRED
- Active Secret Security Clearance REQUIRED
- Bachelor’s degree in Engineering, Telecommunications, Computer Science, or equivalent experience REQUIRED
- Ability to work onsite in Winchester, Virginia, Monday through Friday REQUIRED

Responsibilities
- Support Enhanced 9-1-1 implementation activities associated with Army Voice Modernization
- Provide systems engineering and IP network support focused on emergency services routing
- Support location information provisioning, interoperability coordination, and technical risk reduction
- Support Army Public Safety Answering Point connectivity
- Help modernize emergency communications in support of Army installations worldwide
- Coordinate provisioning activities with Government and Prime Contractor stakeholders
- Provide systems engineering support for emergency communications integration
- Perform architecture reviews, interface analysis, and technical assessments
- Support issue escalation, risk identification, and mitigation planning
- Support IP network engineering and routing associated with E-911 call delivery
- Analyze routing dependencies, interconnection performance, and SIP call path issues
- Support DISA VISP location provisioning and record validation
- Assist in resolving location discrepancies impacting emergency call routing
- Provide technical recommendations and risk assessments
