About The Position

The Arizona Department of Health Services (ADHS) is seeking a Compliance Officer for Child Care Facilities. This role is within the Division of Public Health Licensing Services, Bureau of Child Care Facilities Licensing. The Compliance Officer will be responsible for determining the issuing of licenses to licensed facilities and providers, ensuring they maintain current licenses by complying with all applicable regulations. This includes conducting initial and annual recertification/compliance inspections, reviewing quality systems, and investigating complaints or operations of licensed/unlicensed facilities. The position involves corresponding with the regulated community, responding to technical questions, developing standards, participating in rulemaking, and preparing detailed investigative or inspection reports and legal orders.

Requirements

Knowledge of federal regulations.
Knowledge of Arizona Administrative Code and Arizona Revised Statutes related to licensed facilities and providers.
Good understanding of facility management and operational concepts.
Knowledge of specialized procedures.
Knowledge of Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.
Skill in review and interpretation of professional literature and regulations.

Must possess a valid driver's license.
Must possess a valid level one fingerprint clearance card issued pursuant to A.R.S. §36-113.
If driving is an essential function, must meet Driver's License Requirements.
Must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).

Nice To Haves

Bachelor's Degree in related field and 1+ year experience as a surveyor/compliance officer and completion of the CLEAR-Basic National Certified Investigator and Inspector Training
OR 1+ year experience as a surveyor/compliance officer and 2 years experience in a licensed or regulated setting.

Responsibilities

Monitor and/or review quality systems assigned for specific discipline.
Reviews quality systems by tracking documents, corrective actions, and other quality data.
Setting up (includes travel and accommodations as applicable), participating in, and performing inspections/investigations of regulated facilities to determine compliance with federal regulations, statutes, rules, and internal procedures as directed.
Prepare investigation reports.
Attend and participate in staff, advisory committee, and/or stakeholder organization meetings.
Requests feedback from clients regarding services.
Provide technical assistance to providers and consumers.
Other duties as assigned as related to the position (typically 5% - 10%)
