About The Position

The primary goal of the Compliance Officer is to support the Bank’s Compliance function in support of the Director of Compliance and CRA. Additional goals include providing special project assistance to the AML/CFT Officer and assisting in the execution of the Bank’s risk management programs. This position operates as a second or third line of defense within the three lines of defense concept that assists the Board of Directors and Management in the discharge of their ultimate responsibility for risk management. This role is also responsible for facilitating continuous awareness of regulatory compliance and risk management and assessing the effectiveness of risk mitigation strategies throughout the company, while providing leadership and guidance to the Risk Management Team.

Requirements

  • 5 years or more experience in risk management, auditing, credit review, or compliance, with a financial institution.
  • 4- year Undergraduate Degree (e.g., BS or BA) preferably with a business, accounting, or finance focus or equivalent combination of education and experience
  • Knowledge of compliance laws and regulations, and of banking policies, operating procedures, and internal controls.
  • Familiarity with corporate governance, risk management and control frameworks.
  • Ability to read, interpret and effectively communicate regulatory issuances and pronouncements.

Nice To Haves

  • One or more professional bank compliance designations (e.g., CRCM).
  • Specific experience with a financial institution of at least $2 billion in assets subject to the requirements of Section 404(b) the Sarbanes-Oxley Act of 2002, or an assessment of internal control over financial reporting under the requirements of the FDIC Improvement Act.
  • Experience working with a banking regulatory agency.
  • Experience underwriting commercial businesses, commercial real estate and individuals.
  • Ability to analyze large amounts of data quickly, draw conclusions from sometimes incomplete information and make good decisions.

Responsibilities

  • Act as a cultural ambassador to internal and external clients, providing a professional, exceptional, and supportive experience with each interaction.
  • Assist in the administration of the Bank’s regulatory compliance program, with a primary focus on implementing/ coordinating the Bank’s Home Mortgage Disclosure Act (HMDA) and Community Reinvestment Act (CRA) data collection and reporting efforts.
  • Perform compliance monitoring activities, compliance/CRA self-assessments, and risk-based compliance reviews as assigned that will determine the adequacy and effectiveness of the Bank’s internal controls and operating procedures with respect to compliance with applicable laws and regulations and adherence to the Bank’s compliance policies.
  • Communicate, in oral and written form, the results of reviews, risk assessments and monitoring, etc. Assist in preparation of status reports and other documentation for the Company’s Management Risk Committee and the Board of Directors Audit and Risk Management Committee.
  • Additionally, provide administrative and clerical assistance/support to the Director of Compliance and CRA, including issuing and tracking exception reports if/as needed.
  • Work with the CRO and Director of Compliance and CRA in the annual risk assessment process for establishing the annual Compliance Review Plan.
  • Make suggestions for enhancements to the Bank’s compliance program and compliance policies and procedures when noted.
  • Assist the CRO and Director of Compliance and CRA in monitoring the development/implementation of new products and services to ensure proper consideration of compliance risk-related issues.
  • Liaise with and assist compliance examiners and consultants during regulatory examinations and compliance reviews, including reviewing and responding to the resulting reports.
  • Maintain a current awareness of the regulatory environment and a working knowledge of state and federal laws and regulations. Assist in researching compliance issues and questions.
  • Assist in maintaining a regulatory compliance resource library.
  • Assist with training of and dissemination of compliance information to appropriate staff. As appropriate, recommend enhancements to process, technology, or risk management strategies.
  • Perform special projects as assigned, gather data, and prepare reports.
