About The Position

Border Bank is seeking a Compliance Manager to administer the Bank’s enterprise-wide Compliance Management System (CMS) and serve as its designated Community Reinvestment Act (CRA) Officer. The role is an independent second-line risk management authority responsible for regulatory change management, compliance policies and procedures, training, risk assessments, monitoring and testing, consumer complaint oversight, issue management, corrective action, third-party compliance oversight, and management and Board reporting. The position may be based at any of Border Bank’s listed locations in North Dakota or Minnesota. The Compliance Manager maintains knowledge of applicable federal and state banking regulations, researches new and amended requirements, communicates changes to relevant leaders and committees, and works with departments to develop compliant procedures. The role coordinates compliance examinations, audits, and responses; provides documented compliance review or concurrence for material changes as defined by Bank governance; and maintains clear distinctions between business-line ownership and Compliance’s oversight, review, challenge, and advisory responsibilities. As CRA Officer, the role owns administration of the CRA program, including its policies, procedures, records, data quality, training, performance analysis, public file, examination readiness, and reporting. The manager works with business areas to identify community credit needs and opportunities, monitors CRA-related complaints and public comments, and evaluates the potential CRA impact of significant strategic decisions. The role establishes and directs a Compliance Team and works with the Board, Compliance Committee, Enterprise Risk Management Committee, management, Internal Audit, and external consultants. It provides prompt, documented compliance guidance and escalates significant issues, consumer harm, regulatory criticism, and overdue high-risk corrective actions as appropriate.
