About The Position

The Regional Compliance and Enforcement Manager oversees the implementation and enforcement of cannabis laws, regulations, and agency policies within the assigned region. The role ensures that licensed cannabis businesses operate safely, legally, and in alignment with public health and consumer protection standards. This position leads compliance monitoring, investigations, inspections, and enforcement actions, while supporting consistent regulatory oversight across cultivation, processing, distribution, and retail operations. The manager provides expert regulatory guidance, mitigates compliance risks, and promotes a culture of lawful and responsible cannabis activity. VCCA is Hiring for the Southwest Region. Upon opening the link, please ensure that you click the "Map" button to view the regional areas. • Region 2 (HSA 3) – Southwest Data Dashboard — Virginia Cannabis Control Authority [https://cca.virginia.gov/datadashboard] Cannabis Regulatory Compliance • Deep understanding of cannabis laws, licensing requirements, and regulatory frameworks. • Ability to interpret and apply statutes, administrative rules, and agency policies. • Skilled in identifying non compliance and determining appropriate enforcement responses. Enforcement & Investigations • Expertise in conducting regulatory investigations, evidence collection, and case documentation. • Ability to recommend sanctions, corrective actions, or license modifications/suspensions. • Skilled in coordinating with law enforcement, public health, and other regulatory partners. Inspection & Monitoring • Ability to oversee inspections of cannabis facilities, including cultivation, manufacturing, and retail. • Competency in evaluating security systems, inventory controls, seed to sale tracking, and product safety compliance. Leadership & Team Management • Ability to lead regional compliance officers, inspectors, and investigative staff. • Skilled in coaching, performance management, and workload prioritization. • Capacity to foster a professional, ethical, and accountable regulatory culture. Communication & Stakeholder Engagement • Strong communication skills for interacting with licensees, community partners, and government agencies. • Ability to deliver compliance training, regulatory updates, and public presentations. • Skilled in conflict resolution and managing sensitive or high-risk situations. Analytical & Decision-Making Skills • Ability to analyze complex regulatory issues and operational risks. • Skilled in preparing enforcement reports, case summaries, and recommendations. • Strong judgment in balancing regulatory integrity with fairness and due process. Strategic Planning & Continuous Improvement • Ability to identify systemic compliance issues and recommend policy or process improvements. • Skilled in supporting statewide regulatory initiatives and program development.

Requirements

  • Cannabis regulatory frameworks, including licensing, product safety, packaging, labeling, and security requirements.
  • Administrative law, regulatory enforcement procedures, and due process requirements.
  • Public health and safety principles related to cannabis production and consumption.
  • Inspection protocols and investigative methodologies.
  • Conducting inspections, interviews, and investigations.
  • Writing clear, defensible reports and enforcement recommendations.

  • Bachelor’s degree in Public Administration, Criminal Justice, Regulatory Affairs, Environmental Health, Business Administration, or a related field, or equivalent combination of education and professional experience.
  • Minimum 5 years of experience in compliance, regulatory enforcement, investigations, or a related field.
  • Experience conducting inspections or investigations in a regulated industry.
  • Experience supervising or leading teams.
  • Experience working with legal, regulatory, or administrative processes.

Nice To Haves

  • Master’s degree in Public Policy, Law, Regulatory Compliance, Public Health, or related discipline.
  • Experience in cannabis regulation, enforcement, or compliance.
  • Experience in agriculture, pharmaceuticals, food safety, environmental health, or other highly regulated sectors.
  • Experience with seed to sale tracking systems or cannabis inventory management.
