About The Position

Everyone deserves to move safely. The Safe Mobility section leads Edmonton's commitment to Vision Zero by advancing safer, more predictable and accessible travel throughout the city. Guided by the Safe Mobility Strategy, we use evidence-informed approaches to reduce risk, support safe and welcoming communities and improve how the City plans, designs, operates and renews the mobility network. As the Manager, Automated Enforcement, you will play a pivotal role in this mission by leading the corporate approach to safe systems and traffic safety enforcement policy. Collaborating closely with the Edmonton Police Service, you will spearhead proactive, data-driven enforcement initiatives that curb risky driving behavior and directly impact community well-being.
Reporting to the General Supervisor of the Planning and Programming Unit, you will be an integral agent of strategic management and integration. You will provide leadership, technical expertise, and professional judgment to a diverse team of 12 FTEs, aligning human and technical systems to navigate an emerging strategic environment. Requirements

• University Degree in Business, Project Management, Education, Statistics, or related degree
• Minimum of 7 years of progressively responsible experience leading diverse programs and managing multi-disciplinary teams accountable for large, politically sensitive and complex work or projects in a public sector environment
• Minimum of 2 years of supervisory experience
• Leadership & Team Management: Proven ability to lead, coach, and empower teams, including recruitment, performance development, and fostering a collaborative, integrated work environment
• Strategic Project Management: Experience in planning and implementing complex initiatives, managing diverse business lines, and overseeing external contractors to ensure project success
• Communication & Collaboration: Strong verbal and written communication skills, with a demonstrated ability to build effective relationships and interact well with diverse partners, including leaders, colleagues, and citizens
• Professional Expertise: Expert knowledge in managing complex information and processes, paired with a commitment to staying current with emerging technologies and industry best practices

• The role may necessitate the use of personal transportation to be reimbursed in accordance with the City of Edmonton policy. This may require business auto insurance

• Experience in leading complex automated enforcement program development and operations, and strategic policy creation and implementation while maintaining a positive relationship with government agencies and other collaborators

Responsibilities

• Develop, align, and implement corporate Automated Traffic Enforcement and Automated Parking Enforcement strategies to advance Edmonton’s Safe Mobility Strategy, Vision Zero mandate, and community safety goals
• Oversee the unit budget and utilize complex financial modeling to forecast the Traffic Safety Automated Enforcement Reserve, navigating Province of Alberta budgetary decisions and provincial guidelines
• Build and leverage strategic relationships with the Edmonton Police Service (EPS) and the Government of Alberta to manage the delegation of authority and legislative requirements essential for the City to perform enforcement services
• Ensure all equipment, contractor processes, and internal policies strictly align with updated Provincial Automated Enforcement Guidelines, Peace Officer Act and Occupational Health and Safety (OH&S) standards
• Provide strategic management, development, and performance coaching to a diverse team of 12 FTEs, fostering a culture rooted in employee engagement, psychological safety, and the City’s Cultural Commitments
• Review and approve politically sensitive communications intended for City Council and the public, while proactively identifying, mitigating, and escalating operational and reputational risks
• Align enforcement strategies with leading best practices to contribute directly to program transparency, data-driven equity, and systemic traffic safety
• Drive corporate change and support section goals by leading both direct and cross-functional teams, leveraging indirect influence to ensure integration across various sections and branches
• Oversee the rigorous execution of both Automated Traffic Enforcement and Automated Parking Enforcement operational services in full accordance with municipal bylaws and provincial regulations
• Represent the unit in cross-departmental environments to support the technical planning, resource utilization, and installation tracking for various traffic safety pilot projects
