About The Position

This position works under the supervision of designated personnel within the police department. Performs responsible professional analytical work providing the Police Department, City Manager's Office, and internal and external city partners with accurate statistical data, analytical support, and strategic insights through investigative, operational, and community safety analysis. Work involves extracting and analyzing data from law enforcement and behavioral health systems; identifying crime trends, service gaps, and emerging community safety issues; and developing recommendations to support prevention, intervention, diversion, and enforcement strategies. The incumbent produces reports, dashboards, and presentations for operational and strategic decision-making, and supports criminal investigations through the development of analytical profiles and background research consistent with applicable law and policy. Work is performed with considerable independent judgment and action within the framework of established City and department policies, regulations, and procedures, and is reviewed through conferences, reports, and evaluation of program outcomes.

Requirements

  • Bachelor's degree in Criminal Justice, Criminology, Statistics, Data Analytics, Public Administration, Public Health, Social Work, Psychology, Behavioral Health, Emergency Management, or a related field.
  • Proficiency in Microsoft Office applications including Word, Excel, PowerPoint, and Outlook.
  • Must be able to pass a background investigation, including a polygraph exam.
  • Knowledge of principles and practices related to crime analysis, law enforcement data systems, and community safety program evaluation, including CAD/RMS systems, GIS mapping, and statistical analysis methods.
  • Knowledge of/or ability to learn principles related to behavioral health response systems, diversion strategies, Marcus Alert requirements, and multidisciplinary community safety coordination.
  • Knowledge of community trends, interests, and current events relevant to public safety and behavioral health.
  • Ability to collect, analyze, and interpret data from multiple sources and translate findings into actionable recommendations and clear written and oral communications for technical and non-technical audiences.
  • Ability to exercise judgment, decisiveness, and creativity in situations involving the evaluation of sensitive, complex, or multifaceted information against analytical, operational, or subjective criteria.
  • Ability to handle sensitive and confidential information with tact and discretion.
  • Ability to communicate effectively both verbally and in writing, including community engagement and presentation to professional groups.
  • Ability to work collaboratively with interdisciplinary teams and independently with minimal direction.
  • Strong time-management skills to balance workloads, meet deadlines, and coordinate efforts across the organization.
  • Proficiency with Microsoft Office Suite including Word, Excel, and PowerPoint; experience with data visualization and analytical tools including Power BI, Tableau, SQL, or comparable platforms.

Nice To Haves

  • Master's degree in a related field.
  • Two (2) years of experience working with datasets using Excel, SQL, Power BI, Tableau, or similar analytical tools; or any equivalent combination of training and experience.

  • Certification in Crime and Intelligence Analysis.
  • VCIN/NCIC certification or eligibility.

Responsibilities

  • Extracts, compiles, and analyzes crime and traffic data from CAD/RMS systems; creates professional visual presentations, written documents, and reports about crime trends; produces and distributes GIS maps and analytical reports on crime trends, traffic patterns, and enforcement outcomes.
  • Generates monthly and annual statistical reports, including UCR reports, monthly crime reports, and operational reports for various divisions.
  • Utilizes available systems capable of connecting data between law enforcement agencies, co-responder teams, and the behavioral health continuum to support coordinated community safety operations.
  • Develops quantitative and qualitative metrics to assess the effectiveness, efficiency, resident outcomes, and system impacts associated with the Community Response Team, CIT-trained officers, diversion initiatives, co-responder programs, and other targeted interventions intended to improve outcomes in the City's behavioral health and community safety response systems.
  • Supports data-informed approaches to complex community safety issues involving behavioral health, homelessness, substance use, victimization, repeat calls for service, and individuals requiring multidisciplinary interventions or coordinated case management services.
  • Conducts trend analysis to identify strengths, service gaps, disparities, operational challenges, and opportunities for continuous improvement.
  • Synthesizes operational and outcomes data into dashboards, reports, presentations, and summary documents demonstrating the impact of the City's behavioral health crisis response programs, crime prevention efforts, community safety initiatives, and cross-system coordination strategies.
  • Assists in evaluating the effectiveness of prevention, intervention, diversion, and enforcement strategies through measurable performance indicators and outcome analysis.
  • Supports criminal investigations and law enforcement operations by developing analytical profiles on individuals, locations, incidents, or networks.
  • Conducts background research through law enforcement databases, open-source internet access, and social media platforms consistent with applicable law and policy.
  • Serves as liaison to regional intelligence centers, including the Virginia Fusion Center.
  • Collaborates with internal departments, regional partners, service providers, and community stakeholders to support coordinated community safety initiatives.
