A Community Marketing Outreach Officer promotes and facilitates the sale of real property in Baltimore City. The work of this class involves no supervisory responsibilities. Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional work schedule and occasionally may work evenings and weekends. Work is performed in an office or in the community where there is minimal exposure to environmental hazards. Work requires minimal physical exertion.

Requirements

Have a bachelor’s degree from an accredited college or university.
Have four years of experience in marketing and sales, or coordination of community development projects and programs.
Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit.
PROVISIONAL DRIVER’S LICENSE OR LEARNER PERMITS ARE NOT ACCEPTABLE.
Must upload a copy of your valid driver’s license with application at time of applying.
Knowledge of the principles and techniques of real estate transactions.
Knowledge of Federal, State and City laws related to real estate transactions.
Knowledge of methods for determining fair market value of real property.
Knowledge of innovative methods and practices for marketing commercial and residential properties.
Knowledge of urban planning and community development.
Knowledge of the objectives and functions of land use planning, code enforcement permit system and asset management.
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be to complete authorization for a Criminal Background Check and/or Fingerprint must be successfully completed.
All persons, including current City employees, selected for this position must complete a mandatory six-month probation.
Applicants’ education must be obtained from an accredited institution.
Education credentials obtained out of the US must be evaluated for US equivalency.
All candidates indicating the minimum qualifications on their applications will be placed on the eligible list without further examination.
The training and experience of each candidate will be evaluated for appropriateness and quantity.

Successful applicants will be placed on the employment certified eligible list for at least six months.
The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.
You may be required to complete supplemental questions to further examine specific Knowledge, Skills and Abilities of the position.
This position is to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law.
The initial financial disclosure must be submitted within 30 days of hire.
Those eligible who are under final consideration for appointment will be to authorize the release of criminal conviction information.

Promotes and facilitates the sale of real property in Baltimore City.
Prepare and evaluate professional and technical reports and other documents.
Utilize application database software to track properties being marketed and those sold.

Establish and maintain effective working relationships with co-workers, consultants, contractors, community residents, government representatives, property owners and buyers, City officials and staff of financial and banking institutions.
Facilitate community discussions and negotiate resolutions.
Communicate effectively both orally and in writing.
Compile and prepare reports.
Create and maintain records.
