About The Position

A Community Marketing Outreach Officer promotes and facilitates the sale of real property in Baltimore City. The work of this class involves no supervisory responsibilities. Incumbents receive moderate supervision from a technical superior. Employees in this class work a conventional work schedule and occasionally may work evenings and weekends. Work is performed in an office or in the community where there is minimal exposure to environmental hazards. Work requires minimal physical exertion.

Requirements

  • Have a bachelor’s degree from an accredited college or university.
  • Have four years of experience in marketing and sales, or coordination of community development projects and programs.
  • Have an equivalent combination of education and experience.
  • Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligible to obtain a Baltimore City driver’s permit.
  • Knowledge of the principles and techniques of real estate transactions.
  • Knowledge of Federal, State and City laws related to real estate transactions.
  • Knowledge of methods for determining fair market value of real property.
  • Knowledge of innovative methods and practices for marketing commercial and residential properties.
  • Knowledge of urban planning and community development.
  • Knowledge of the objectives and functions of land use planning, code enforcement permit system and asset management.
  • Ability to prepare and evaluate professional and technical reports and other documents.
  • Ability to utilize application database software to track properties being marketed and those sold.
  • Ability to analyze real estate market trends.
  • Ability to market residential and commercial properties to the public and real estate professionals.
  • Ability to establish and maintain effective working relationships with co-workers, consultants, contractors, community residents, government representatives, property owners and buyers, City officials and staff of financial and banking institutions.
  • Ability to facilitate community discussions and negotiate resolutions.
  • Ability to communicate effectively both orally and in writing.
  • Ability to compile and prepare reports.
  • Ability to create and maintain records.
