About The Position

This position involves a variety of tasks related to procurement processes, particularly for construction services contracts. The role requires reviewing requests, administering procurement tasks from initiation to contract award and registration, and ensuring compliance with NYCHA's PPM. The Community Coordinator will also be responsible for drafting and submitting public notices, coordinating pre-bid conferences, preparing bid summaries, evaluating vendor proposals for responsiveness and price reasonableness, and coordinating with selected vendors and stakeholders to finalize contract awards and registrations. The role also includes preparing progress reports.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to the above options.
  • All candidates must have at least one year of experience in community work or community centered activities in an area related to the duties described above.

Responsibilities

  • Review submitted requests for procurements and identify the appropriate procurement method.
  • Complete and administer tasks related to the procurement of construction services contracts via various procurement methods, from initial request through the execution of the contract award and registration.
  • Review bid solicitation documents, complete all related professional tasks, and coordinate with the requesting department to ensure solicitations are compliant with NYCHA's PPM.
  • Draft, finalize, and submit all procurement public notices to various publication platforms.
  • Administer and coordinate tasks related to pre-bid conferences to ensure active procurements are viewed by various vendor pools, including Section 3 Business Concerns, through vendor outreach, pre-bid conferences, and RFIs.
  • Prepare and distribute public bid summaries internally and externally.
  • Review vendors' proposals to determine responsiveness or non-responsiveness based on conformity to solicitation requirements, including minimum experience and validity of applicable certifications/licenses.
  • Conduct post-bid meetings to ensure potential selected vendors meet NYCHA's standards.
  • Review cost proposals to determine price reasonableness based on solicitation cost estimate and/or current market trends to establish recommendations for award.
  • Coordinate with the selected vendor to address any outstanding non-material corrections required to initiate award.
  • Coordinate with all required stakeholders to obtain necessary approvals for award.
  • Prepare pending award documentations for final review and approval.
  • Complete all contracts internal and external registration tasks.
  • Prepare and maintain sourcing and awarding progress reports.
