The Colorado Information Analysis Center (CIAC) Director is a non-classified, at-will Senior Executive Service position within the Division of Homeland Security and Emergency Management (DHSEM) at the Colorado Department of Public Safety. The role provides leadership and managerial oversight for the Office of Prevention and Security (CIAC), including its programs and staff, and reports through the Division’s Deputy Director. The Director communicates with the Division Director about program and policy execution and leads long-term planning, resource and staffing strategy, operational priorities, and management systems. The Director oversees intelligence and information-sharing programs, guides analytic work to meet priority intelligence needs, develops and evaluates performance measures, and reviews policies and procedures for intelligence sharing and privacy protection. The role negotiates memoranda of understanding with partner organizations when needed and represents CIAC with public safety, intelligence community, and government and private-sector partners. The Director coordinates homeland security intelligence collection, analysis, and dissemination across Colorado and maintains relationships with partners to align assessments and requirements. CIAC’s work includes 24/7 situational awareness and incident notification through its Watch Center; analysis and sharing of information about criminal activity, terrorism-related threats, and all-hazard events; targeted-violence prevention; and infrastructure protection and cybersecurity programs. The Director leads staff, sets performance expectations, organizes workflows, coaches and develops employees, monitors work quality and productivity, and prepares performance reports. The position uses a hybrid work model and requires in-office attendance at least three days each week. Core work-unit hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility. The role is essential and must respond to emerging incidents with little or no warning. Frequent travel within Colorado and some travel elsewhere in the United States are required. The position requires a background investigation that includes a polygraph, fingerprint-based criminal history search, reference checks, and driving-history review, as well as obtaining and maintaining a U.S. Department of Homeland Security Secret clearance. A valid driver’s license is required at hire, and a Colorado-issued license must be obtained within 30 days.
