New York City Emergency Management (NYCEM) is a coordinating agency for the City of New York. The agency plans and prepares for emergencies, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information. The agency maintains a disciplined unit of emergency management personnel including but not limited to attorneys, responders, planners, watch commanders, logisticians, community outreach, communications, administrative and support staff to identify and respond to various hazards. The Office of the Chief Counsel provides legal advice to the agency regarding critical, strategic, legal and policy issues facing the agency, engages in transactional work in support of the NYCEM mission and coordinates with the NYC Law Department, Office of the Chief Counsel to the Mayor and City Hall, and other local, state and federal counsels regarding various legal issues ranging from emergency events to litigation, which impact the agency. The Office of Chief Counsel is comprised of the Legal Affairs Unit, the Civil and Human Rights Unit, formerly known as the Disability, Access and Functional Needs (DAFN) unit, and the Records Management Unit. The Chief Counsel’s Office is hiring interns to support the Office of the Chief Counsel (OCC) by reviewing, organizing, and responding to legal inquiries from agency units. Interns will perform a wide range of legal functions to support NYCEM operations.
