About The Position

The Illinois Department of Revenue is hiring thirty (30) Collections Tax Specialist Trainees (Revenue Tax Specialist Trainees) for their Springfield Collection Enforcement Division. In these positions, trainees will be instructed on how to assist taxpayers and their representatives with delinquent tax issues via phone and in person, learn current Illinois tax laws, and be equipped with the tools to effectively communicate with taxpayers to bring them into compliance. This role is ideal for individuals who have completed four years of college or have four years of work experience providing tax-related support functions within a program area at the Illinois Department of Revenue and possess a desire to learn and help others.

Requirements

  • Knowledge, skill, and mental development equivalent to the completion of four years of college; OR four years of work experience providing tax related support functions within a program area with at the Illinois Department of Revenue.
  • Ability to successfully complete a tax compliance and fingerprint-based background check.
  • Ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
  • Medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)), involving lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.

Nice To Haves

  • Qualifying state employees in the employee Upward Mobility Program (UMP) may complete combinations of specific proficiency tests and training programs leading to a certificate of proficiency in lieu of the stated requirements for this class.

Responsibilities

  • Receive six to twelve months of closely supervised instruction and on-the-job training.
  • Accept and complete assignments of increasing difficulty to gain experience and develop skills.
  • Collect delinquent tax liabilities and returns.
  • Interpret tax laws.
  • Assist taxpayers by telephone, correspondence, or in person.
  • Adjust accounts.
  • Register taxpayers.
  • Compute penalty and interest.
  • Perform other routine and recurring functions relative to tax collecting and processing of work.
  • Complete classroom training including indoctrination and instruction in current Illinois State tax laws, rules and regulations, Program Area workflow and work procedures, and collection techniques.
  • Receive training in the performance of all phases of the manual and automated collection process, account adjustment and billing, taxpayer registration, and taxpayer information.
  • Receive training related to communication skills, business writing, telephone and interpersonal competence skills.
