About The Position

The California Department of Public Health Office of Data Strategy (ODS) is recruiting for a Clinical Informatics Supervisor II to lead the Systems, Integration, and Pipelines Unit. The incumbent will supervise data engineers and informaticists, oversee development of enterprise data pipelines, improve cloud-native architecture, and ensure accuracy, reliability, and interoperability of CDPH’s statewide data infrastructure. This position supervises informaticists and data analysts and requires strong programming skills (R, SQL, Python), knowledge of distributed compute (such as Apache Spark), cloud-native engineering, and applied informatics knowledge to support enterprise architecture, data modeling, data quality, and operational reliability. The position collaborates with multidisciplinary ODS and CDPH teams contributing to enterprise data modernization and operational data infrastructure.

Requirements

Bachelor's degree in public health, health care information technology, computer science, or related area, and / or equivalent combination of experience / training
Minimum 5+ years of directly related experience
Minimum 3+ years lead, supervisory and/or manager experience.
Demonstrated ability to effectively supervise, coordinate, and prioritize the activities of subordinate staff, and to manage the complex workflow and multiple priorities involved with enterprise data engineering and informatics.
Strong skills associated with statistical analysis, database management and systems programming, including SQL, R, and/or Python, and familiarity with Apache Spark for large-scale processing.
Knowledge of enterprise data engineering, governance, metadata standards, data modeling, data integration, and distributed compute frameworks.
Strong knowledge of clinical informatics analytics, controlled terminology, clinical workflows, user interface optimization, clinical decision support, data integration and mining, data governance, clinical ontologies and adoption of technology.
Strong analytical and critical thinking skills, with the ability to quickly analyze problems, determine appropriate level of intervention, and develop and apply effective solutions, collect and analyze system performance data, and produce substantive reports and analyses.
Demonstrated ability to work effectively with senior management on operational and policy issues, with the skills to gather data, and prepare and present proposals and reports on department functions and performance.
Strong problem-resolution skills, with the ability to quickly diagnose problems, and develop, test, and implement appropriate and effective solutions in a timely manner
Strong knowledge of human resources management policies, with the ability to monitor, evaluate, and document personnel matters and performance and contribute to decision making on personnel actions.
Strong written and verbal communications skills, with the ability to convey complex technical information in a clear, concise, and specific manner to subordinate staff, management, and all clinical informatics users.
Strong interpersonal skills, with the ability to collaborate productively, work in a team environment, and to train and support clinical informatics users at all professional and technical levels throughout the medical center

Nice To Haves

Master’s Degree in Public Health, health care information technology, computer science, or related area, and / or equivalent combination of experience / training PLUS either 3 years’ of experience in computer or data pipeline programming and database management, OR 3 years working in public health

Responsibilities

Supervises daily operations and activities of clinical informatics team.
Evaluates quality and productivity of work with regard to optimal user experience and functionality of systems.
Works with HR to recruit, interview, and hire the team.
Responsible for performance evaluations.
Works with UCSF HR on any disciplinary actions.
Selects, develops and evaluates staff or provides input to management, to ensure the efficient operation of clinical informatics.
Recommends salary actions, terminations, performance ratings and other personnel matters.
Oversees implementation of clinical informatics methods, systems, and modifications, with responsibility for meeting project goals, objectives, and timelines within budgets.
Contributes to cloud-native data engineering projects, including Databricks Lakehouse pipelines, data marts, and automated validation frameworks.
Leads development of data exchange and integration processes supporting ODS activities.
Oversees strategies for efficient use of compute resources and for handling outages, resource failures, and operational changes.
Monitors and documents clinical informatics program development.
Prepares and presents project proposals and relevant reports to management and user departments.
Provides data engineering and informatics leadership to ODS and CDPH programs.
Develops and maintains SOPs, coding standards, architecture documentation, version control guidelines, code review processes, and automated testing procedures.
Oversees staff in collaborations with business, technical, and clinical personnel to plan, develop, deploy, and analyze system use and to design integrated architecture to ensure an optimal and efficient user experience.
Leads teams developing data pipelines, standardized data models, metadata systems, and data access frameworks.
Participates in data analysis, data modeling, quality assurance testing, and quality improvement activities.
Supporting administrative functions for ODS informatics and engineering projects.
