About The Position

The Clinical Director of the NYS OMH–certified MOHTRS Program provides clinical and administrative leadership for the delivery of high-quality, community-based mental health services to adults experiencing acute mental health crises. The Clinical Director oversees day-to-day program operations, ensures compliance with NYS OMH regulations and standards, and leads a multidisciplinary clinical team in providing trauma-informed, recovery-oriented, and culturally responsive care. The Clinical Director is responsible for clinical oversight, staff supervision, program development, quality assurance, and coordination with internal and external stakeholders to support crisis stabilization, continuity of care, and diversion from emergency department and inpatient hospitalization when appropriate.

Requirements

  • Active Licensed mental health professional in New York State (e.g., MD/DO, Psychiatrist, Licensed Psychologist, LCSW), consistent with OMH requirements.
  • Minimum 5 years of clinical experience in behavioral health, including experience in outpatient or community-based settings.
  • Demonstrated leadership and supervisory experience in a mental health program.
  • Experience working in NYS OMH–licensed or certified programs, preferably MOHTRS or crisis-oriented services.
  • Strong knowledge of OMH regulations, documentation standards, audits, and compliance requirements.
  • Experience with crisis intervention, stabilization, and diversion from emergency department or inpatient care.
  • Ability to lead and collaborate effectively within a multidisciplinary team.
  • Knowledge of and commitment to trauma-informed, recovery-oriented, and culturally competent care.
  • Excellent organizational, communication, and leadership skills.
  • Experience and comfort with electronic health records, including a strong approach for using EHR data to manage clinic operations and client care.

  • Experience with telehealth/telepsychiatry services preferred.

Responsibilities

  • Provide overall clinical and operational leadership for the MOHTRS program including staffing coverage, scheduling and clinical capacity.
  • Ensure compliance with NYS OMH regulations, certification requirements, documentation standards, and audits.
  • Oversee clinical service delivery, including assessments, treatment planning, crisis intervention, and stabilization services.
  • Supervise and support multidisciplinary clinical staff, including psychiatrists, nurse practitioners, social workers, and other licensed professionals.
  • Conduct or oversee clinical case reviews, utilization review, and quality assurance activities.
  • Develop, implement, and monitor policies, procedures, and clinical protocols consistent with OMH standards.
  • Collaborate with medical leadership, program leadership, and community partners to ensure continuity of care and effective care coordination.
  • Monitor program performance, productivity, and outcomes; participate in program improvement initiatives.
  • Oversight of incident reporting, risk management, and corrective action plans in conjunction with the Compliance Department.
  • Collaboration with leadership on program budget, productivity targets and resource utilization.
  • Oversight of staff credentialing and continuing education compliance.
  • Support staff training, professional development, and adherence to trauma-informed and recovery-oriented practices.
  • Ensure timely, accurate, and compliant clinical documentation and reporting.
  • Participate in program planning, evaluation, and expansion efforts as assigned.
  • Oversee practice management including administrative and client related care, enabling a high-quality client experience that considers in person and remote care.
