About The Position

We are seeking a Clinical Department Administrator in the Department of Otolaryngology – Head and Neck Surgery. This department provides a comprehensive clinical practice encompassing multiple clinical divisions representing the full spectrum of otolaryngology subspecialties. The Administrator partners closely with departmental leadership to support the clinical, academic, and research missions within a complex academic medical center environment and across affiliated hospitals and clinical practice sites. The role provides direct supervision of Assistant Administrators and other operational leaders and maintains indirect oversight of all non-physician personnel within the department. The Clinical Department Administrator is responsible for collaborating with the department director and others for the strategy, oversight and implementation of the day-to-day operations of a clinical department, except for those policies, practices and activities that directly involve professional medical judgment. The Clinical Department Administrator, with the department director, plans, directs, monitors, coordinates, controls, and evaluates the operations of the department’s clinical, academic and research programs and activities. The Clinical Department Administrator develops, recommends, and implements the department’s operational plan and assists the department in determining its immediate and long-term strategic plan. The Clinical Department Administrator is responsible for maintaining liaison with all levels of administration of the School of Medicine and the affiliated entities utilized by the department’s faculty. Overall, the Clinical Department Administrator is responsible for oversight, maintenance and growth of the department’s clinical, research and academic operations and the administrative and financial support structures required.

Requirements

  • Bachelor’s Degree in finance, accounting, business, health care administration or related field.
  • Ten years of progressively responsible professional-level administrative and financial experience related to monetary or non-monetary resources of a clinical department, including financial management experience (e.g., planning, directing, monitoring, organizing, and controlling monetary and non-monetary resources.).
  • Supervisory experience.

Responsibilities

  • Oversee financial operations and analytics for the department.
  • Develop a financial model which is reviewed and updated annually.
  • Create a transparent budget plan.
  • Develop a financial reporting plan for all faculty and non-faculty clinicians.
  • Manage the long-range financial development and management of the department.
  • In conjunction with departmental leadership, determine the allocation of resources to practice development, fringe benefits, and current income for practice members.
  • Oversee the development of analytics-driven operations.
  • Ensure the provision of quality health care services by the acquisition, utilization, and organization of resources (human, financial, and physical).
  • Develop improved management techniques and practices.
  • Oversee and be accountable for clinical operations.
  • Provide direction to supervisory personnel in establishing department philosophy and objectives related to staffing and performance standards, policies and procedures, and compliance with government regulations.
  • Provide oversight to the department’s professional fee billing unit and assist physician directors in managing the staff in the clinical areas.
  • Responsible for space management.
  • Manage communication that informs staff of organizational policies and major decisions.
  • Initially handle complaints from clients such as services and billing, among others, and refer problems to appropriate personnel.
  • Oversee quality improvement and patient satisfaction.
  • Ensure adequate communication within the organization, department, and to necessary stakeholders.
  • Be accountable for departmental and organizational projects in concert with internal and external stakeholders.
  • Resolve administrative problems and keep lines of communication open with staff to ensure high employee morale and a professional, positive practice atmosphere.
  • Ensure compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies.
  • Continually monitor operations, programs, and physical properties.
  • Participate in charting and implementing the department’s mission in response to the changing needs of the internal and external environments.
  • Recommend, develop, and update strategic long-term plans for the development of the department which support the organization’s philosophy and goals and present to leadership for approval.
  • Participate in the planning of fee-setting and organizational policy on non-medical issues.
  • Ensure adequate information systems development and management.
  • Supervise review and selection of new facility locations. Devise, approve, and monitor related contracts.
  • Work closely with others to identify, explore, negotiate, approve, and procure other practice building opportunities.
  • Oversee workforce issues for faculty and staff.
  • Oversee appointment and salary package development for faculty.
  • Partner with SOM, JHU and JHHS HR and collaborate with departmental HR practitioners.
  • Support the systems needed for recruitment, development, evaluation, and retention of clinical and non-clinical personnel.
  • Approve faculty and staff positions in accordance with strategic vision.
  • Devise reports and policy statements, present them to the Director, implement and monitor approved policies and practices.
  • Act in an advisory capacity to Director on non-medical issues.
  • Inform the Director of current trends, problems and activities to facilitate policy making.
  • Other duties as assigned.
