About The Position

Under general direction, to perform a variety of engineering, technical, and administrative duties associated with the planning, design, review, permitting, construction, inspection, maintenance, and operation of public works infrastructure and facilities. This position functions as a member of the Public Works Department’s Engineering and Capital Projects Division and collaborates within the division and department, across the City organization, and regionally to provide safe, effective, and efficient service to the public and internal customers.

Requirements

  • Bachelor’s degree in Civil Engineering or a directly related field.
  • Civil Engineer I: One year of relevant experience and Engineer in Training certification.
  • Civil Engineer II: Minimum of three years of relevant experience, Professional Engineer in the State of Colorado, or ability to acquire through reciprocity.
  • Senior Civil Engineer: Minimum of five years of relevant experience, Professional Engineer in the State of Colorado, or ability to acquire through reciprocity.
  • Experience with the planning, design, and construction of municipal infrastructure.
  • Knowledge of principles and practices of utility, stormwater, transportation and land development design.
  • Ability to perform technical research and solve complex engineering problems.
  • Excellent verbal and written communication skills, including the ability to deal tactfully and effectively with the public, and ability to make effective presentations.
  • Demonstrated ability to collaborate.
  • Demonstrated ability to establish and achieve goals.
  • Demonstrated ability and initiative to work independently with minimal supervision.
  • Demonstrated knowledge and proficient use of computers and associated software applications including permitting, asset management and work order systems.
  • Ability to respond to emergency situations during and outside of normal work hours.
  • Ability to occasionally attend evening meetings such as Planning Commission and City Council.
  • Ability to work under pressure and manage multiple priorities.
  • Valid driver’s license.
  • Have and maintain an acceptable motor vehicle record and criminal history record.

Responsibilities

  • Performs engineering, technical, and administrative work in support of the Engineering Division and Public Works Department.
  • Manages projects and programs independently, and with support from senior engineering staff.
  • Provides technical expertise and support to operations and maintenance staff, including supporting emergency response as required.
  • Supports field staff including investigation of issues and complaints, research, and evaluation of field changes.
  • Coordinates with Information Technology on development, maintenance, and updating of geographic information systems (GIS) and asset management systems.
  • Collaborates extensively with other City departments, including Planning & Building: Police; Fire and Rescue; Parks, Recreation, and Open Space, Economic Development, Finance, Information Technology, and Communications.
  • Represents the Public Works Department and the City in land development and permitting processes.
  • Performs engineering and technical review of plans, reports, studies, plats, easements, surveys, agreements, permits and other related documents to ensure compliance with standards and regulations; and to ensure safety, constructability, reliability, effective operations, and efficiency of future maintenance.
  • Coordinates with engineering, operations, and maintenance staff to maintain a clear understanding of department needs.
  • Effectively communicates issues and deficiencies to City staff and resolve conflicts between project partners.
  • Represents the City at neighborhood meetings, Planning Commission, City Council, and related meetings and hearings.
  • Supports permitting, construction inspection, warranty, and public improvement acceptance processes.
  • Develops, interprets, implements, and enforces codes, specifications, policies, and standards.
  • Maintains knowledge of federal, state, and regional regulations and industry best practices and supports updates to associated local requirements.
  • Supports the development, implementation, and management of the City’s capital improvements program.
  • Collaborates with other engineering staff to effectively coordinate capital improvements across Public Works and with other City departments.
  • Oversees engineering consultants in the design of capital construction and major maintenance projects.
  • Ensures compliance with City financial and contract policies and procedures including preparation of bid documents, consultant and contractor selection processes, and contract negotiations.
  • Ensures effective project management to ensure quality projects, minimize disruption to public, and use resources efficiently.
  • Monitors construction activities to ensure accurate and timely completion of work.
  • Manages project budgets.
  • Monitors project expenditures and budget.
  • Verifies accuracy of financial documents including invoices, contracts, and purchase orders.
  • Reviews, approves, and makes recommendations on requests for payment and change orders.
  • Keeps partners informed of project schedule and impacts.
  • Coordinates with Finance Department and outside agencies on administration of grants and intergovernmental agreements.
  • Makes recommendations on capital investments and maintenance practices.
  • Develops budget recommendations supported by data and analysis.
  • Provides excellent customer service to internal and external customers.
  • Ensures safe and reliable Public Works infrastructure and services.
  • Communicates effectively and professionally with the public.
  • Keeps department and communications department staff apprised of potential customer service and communications concerns.
  • Serves as an escalation point for division staff on difficult customer service issues.
  • Ensures a high level of service to internal customers.
  • Takes proper safety precautions, anticipates unsafe conditions, acts accordingly to prevent accidents.
  • Responsible for the safety of self, others, materials, equipment, assigned facilities, and the public.
  • Uses all required safety equipment.
  • Fosters a positive safety culture for the division and department.
  • Identifies training needs and implements division training program.
  • Investigates accidents and injuries.
  • Collaborates with Risk Manager to analyze incidents and implement measures to avoid future accidents and injuries.
  • May serve as Acting City Engineer in the City Engineer’s absence.
