About The Position

The City of Portland is seeking a Civil Engineer (Engineer I - Civil) for full-time positions within the Portland Bureau of Transportation (PBOT) and the Bureau of Environmental Services (BES). PBOT's Civil Engineering and Drafting division focuses on multi-modal public infrastructure projects, including streets, transit, bridges, and pedestrian/bike enhancements. Civil Engineers in PBOT develop plans, specifications, and estimates (PS&Es), review consultant work, lead design development, and manage construction for capital improvement projects. BES's Treatment and Pumping Systems Division is looking for an engineer to support the planning, design, review, and construction of wastewater treatment facilities and pump stations, focusing on public health and system resilience. Both bureaus emphasize equity, diversity, and inclusion in their work and operations.

Requirements

  • Graduation from a four-year college or university with a degree in civil, mechanical, electrical, chemical, structural, traffic or fire protection engineering; AND four years of responsible professional engineering experience; or an equivalent combination of training and experience.
  • Experience reviewing, preparing or directing the preparation of complex plans, specifications and legal contracts.
  • Knowledge of theory, principles and practices of either civil, structural, electrical, mechanical or chemical engineering design and project management.
  • Knowledge of modern techniques and equipment used in design, construction and maintenance of civil infrastructure projects.
  • Experience conducting difficult technical research, analyzing complex engineering and mathematical problems, evaluating alternatives, and recommending or adopting effective courses of action.
  • Skill in clearly communicating scientific and technical matters to diverse stakeholders, including non-technical individuals.
  • Ability to collaborate effectively within multidisciplinary teams and manage multiple tasks or project assignments simultaneously.
  • A Certificate of registration as a Professional Engineer by the time of hire.
  • Oregon Professional Engineer certificate within 6 months of hire.
  • A valid state driver’s license and acceptable driving record.

Responsibilities

  • Deliver project scoping, design, and construction management for public infrastructure projects.
  • Write reports and making oral presentations.
  • Provide engineering and technical expertise.
  • Advance assigned projects of a more complex nature.
  • Guide and lead the work of professional and technical level engineers.
  • Review and provide technical guidance for consultants and contractors necessary to achieve project goals and objectives.
  • Perform advanced professional project management and specialized engineering for their assigned projects.
  • Perform engineering planning for major capital construction and/or maintenance programs.
  • Design, review and construct engineering plans and drawings; prepare engineering analyses, calculations, technical reports, and specifications.
  • Serve as project manager for various engineering and construction projects, overseeing project scopes, schedules, budgets, risks, and milestones in alignment with BES capital project practices.
  • Review and monitor work by outside consultants and administer consultant contracts.
  • Support construction activities, perform site visits, and help resolving field issues.
  • Prepare and deliver presentations of technical data and results to technical review committees, bureau staff and other governmental agencies.
  • Coordinate capital construction projects with multidisciplinary project teams and represent the bureau on multi-jurisdictional projects.
  • Integrate sustainability, seismic resilience, and equity considerations into engineering solutions and project delivery.
  • Support change management and ensure smooth transition of new assets to operations and maintenance teams.
