About The Position

Benton County is seeking qualified candidates to fill a full-time Civil Engineer Technician position. Candidates who meet the minimum qualifications for a CIVIL ENGINEER TECHNICIAN IV position are encouraged to apply, regardless of skill or experience level. This position involves work both in the office and in the field. The work location for this position is in Benton County, located in the City of Foley, Minnesota. Candidates will be required to physically report to their assigned work location each scheduled day. The selected candidate may be placed at any of the four (4) career-ladder levels. The initial application pull for evaluation is scheduled for Monday, June 1, 2026. Recruitment efforts for this position will continue until the role is successfully filled.

Requirements

  • Completion of an approved two (2) year highway/civil engineering technology, drafting, or land surveying program; and
  • Four (4) years of relevant work experience; OR six (6) years of relevant work experience; OR
  • Equivalent combination of education/training/experience.
  • Must possess a valid driver's license and be able to drive in the state of Minnesota.
  • Must successfully complete a background check.
  • Obtain and maintain certifications and licensures.
  • Ability to obtain and maintain upon hire: Minnesota Department of Transportation (MnDOT) Technical Certifications, including Aggregate Production Tester, Bituminous Plant Tester, Bituminous Plant Monitor, Bituminous Street Inspector, Concrete Field Tester, Concrete Field Inspector, Grading & Base Tester, Grading & Base Inspector, and Bridge Safety Inspection.
  • Ability to obtain and maintain upon hire: Erosion and Stormwater Management Certification Program through the University of Minnesota, including Construction Installer, Construction Site Management, and Design of Construction SWPPP.
  • Significant working knowledge of federal, state, and local laws, rules, and regulations relating to highway construction.
  • Ability to communicate effectively, orally and in writing, and have strong positive public relations skills.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to handle a variety of tasks under moderate supervision within standard operating procedures.
  • Ability to perform varied tasks that require moderate analytical ability.
  • Ability to maintain effective working relationships to carry out organization programs on matters requiring cooperation, explanation, and persuasion.
  • Ability to travel within your daily work assignment.
  • Ability to travel within Minnesota, including extended overnight stays.
  • Ability to work extended, evening, and weekend hours as needed.
  • Must comply with organizational and departmental policies.
  • Performs the physical/mental demands of the work environment requirements for this position.

Responsibilities

  • Assist with planning, development, and implementation of highway design and construction projects.
  • Perform staking, surveying, drafting, and design work, ensuring compliance with federal, state, and local requirements.
  • Perform inspection of construction projects.
  • Perform computer-aided design and specifications.
  • Perform engineering computations and engineering estimates.
  • Coordinate projects with federal, state, and local entities and jurisdictions.
  • Inspect and document construction activities, quantities, and material quality.
  • Perform compliance tests for soils, aggregates, bituminous, concrete, etc.
  • Monitor and inspect projects’ progress and methods, ensuring specifications are met, and local, state, and federal guidelines, standards, and laws are followed.
  • Prepare final records and close out contracts on construction projects.
  • Assist with construction project management.
  • Assist with MPCA MS4 annual inspections and permit requirements.
  • Operate GPS and Survey systems.
  • Create construction plans.
  • Assist with training and mentoring other staff.
  • Perform utility locates, hydraulic surveys, and identification of roadway markings.
  • Attend training as needed.
  • Assist in the preparation of reports, letters, and other documents.
  • Perform other duties as assigned or apparent.
