As a Civil Engineer Manager (Hydraulic) with the Department of Environmental Protection, you will coordinate complex permit reviews and direct technical staff. This position leads the Encroachments Section and oversees staff who review Water Obstruction and Encroachment permits and related regulatory responsibilities. It supports consistent program decisions, technical review accuracy, and coordination across agencies and partners.

Requirements

  • Four years of professional civil engineering experience
  • Three years in the appropriate specialty
  • One year of experience in directing the work of civil engineers
  • Possession of a valid Professional Engineer license issued by the Pennsylvania State Registration Board for Professional Engineers, Land Surveyors and Geologists
  • Possession of a valid driver’s license
  • Meet the PA residency requirement

Responsibilities

  • Supervise technical employees, assign workloads, review work products, and provide training and guidance
  • Manage completeness and technical reviews for Chapter 105 applications and support related Chapter 102 reviews
  • Apply environmental laws and regulations and advise staff, applicants, and partner agencies
  • Participate in meetings with internal and external partners and support statewide consistency in permitting efforts
  • Evaluate emergency requests, waiver recommendations, and Records of Decision for accuracy and compliance
  • Track permit timelines, assess workloads, and ensure accurate data entry into required systems
