About The Position

This position serves as the DRO departmental ombudsman for the ICSS contract and supervises Child Support Officer II positions. The role handles highly complex problems and inquiries, acting as an ombudsman for the DRO according to contract # 10-C0017 and the Texas Ombudsman Act. The supervisor will respond to complex inquiries and complaints, resolve issues, and protect citizens' rights. This role involves assessing the validity of complaints against the IV-D program with impartiality, assigning and monitoring staff work, providing training and technical assistance, and assessing child support cases for appropriate action. The position also performs administrative enforcement, explains Child Support Program policies, procedures, and regulations, and conducts detailed investigations to locate parties, verify employment, and determine assets. Research is conducted on the Texas Child Support Enforcement System (TXCSES), and the incumbent must maintain current knowledge of child support policies, Texas family law, federal regulations, and other states' IV-D regulations. Compliance with all agency policies and procedures, including security and safety standards, is required. Other related duties as assigned.

Requirements

  • Bachelor's degree or equivalent child support experience.
  • Four (4) years experience in full-time child support program or closely related experience.
  • Requires strong organizational skills.
  • Ability to communicate effectively.
  • Ability to perform mathematical calculations.
  • Knowledge and skills for using a computer for word processing and data entry and retrieval.
  • Extensive skills in establishing and maintaining effective working relationships with other employees and the public.
  • Advanced or expert knowledge of fundamental concepts, practices, and procedures in the child support field and TXCSES, the state child support computer system.
  • Extensive knowledge of investigative practices and techniques.
  • Extensive knowledge of negotiating and interviewing skills.
  • Knowledge of both County and State Child Support Policies.

  • Additional education, including master's degrees, will substitute for required experience on a year-for-year basis.
  • May serve as a Notary Public.
