About The Position

The Child Support Unit is responsible for locating non-custodial parents, establishing paternity and/or support orders and medical orders, enforcing compliance with existing orders and collecting and distribution of child support in IV-D cases. In addition, the Unit is responsible for reviewing existing orders every three years and taking action for modifications, if appropriate. The Review & Modification Agent performs investigative work for Child Support modification purposes. Employee is responsible for reviewing and modifying existing orders when appropriate. Agent has control and responsibility for the financial management and accounting of these support orders. In monitoring court ordered modifications, the employee investigates what action to take when the court order is in need of modification to meet current guidelines. Activities that must have the sanction of an Attorney are reviewed by the IV -D Attorney but the Agent is responsible for most of the actual preparation, investigation and negotiation required in each case. Considerable independent judgment is exercised in applying appropriate rules, regulations and laws to specific cases.

Requirements

  • Thorough knowledge of the Child Support Enforcement Program and applicable legal procedures.
  • Considerable ability to interview clients, non-custodial parents, and related sources.
  • Considerable ability to investigate cases.
  • Considerable ability to organize, analyze, and summarize case information.
  • Intermediate math skills.
  • Ability to establish and maintain effective working relationships with clients, non-custodial parents, location sources, offices of the Clerks of Court, Judges, private attorneys, Sheriffs, and other court officials.
  • Graduation from high school and three years of experience in eligibility, investigative, judiciary, or legal work.
  • OR Associate degree in business administration, human resources, law enforcement or closely related degree and two years of experience in eligibility, investigative, judiciary, or legal work.
  • OR a four year degree and six months of on the job training.
  • OR an equivalent combination of education and experience.
  • Highest degree of accuracy required in legal actions, court-related duties, and financial case management.
  • In-depth understanding of the complex ACTS system.
  • Ability to skillfully control interviews and diffuse potential volatile situations.
  • Alertness to refer clients to the Court System and/or the Eligibility Unit if they want to claim 'Good Cause' for not cooperating.

Responsibilities

  • Investigate cases to determine if circumstances warrant a change in court-ordered amounts or provisions, including deleting children, changing caretakers, increasing/decreasing court orders, and suspending orders.
  • Gather and verify updated information affecting child support guidelines, worksheets, and court order provisions.
  • Settle matters by consent of parties or initiate legal action for court hearings, including preparing legal pleadings, gathering evidence, and subpoenaing witnesses.
  • Manage and account for the financial aspects of child support orders, including entering financial terms of modifications.
  • Analyze, reconcile, and review financial histories for complex adjustments.
  • Certify arrears for court, obligors, obligees, or other agencies.
  • Monitor and reconcile accounts in ACTS to ensure correct distribution of funds.
  • Assess and act on the Undistributed Receipts Report promptly.
  • Document all case activities in ACTS and update with changes such as employer, addresses, and names.
  • Investigate information from ACTS interfaces and daily work lists, analyzing it to determine necessary steps.
  • Communicate with clients, non-custodial parents, and employers regarding the child support process and collection distribution.
  • Work with Sheriff's Offices for service of process and Clerk of Court personnel.
  • Maintain professional relationships with local resources like employers, Postal Services, Employment Security Commission, Social Security Administration, and Probation/Parole.
  • Prepare court cases for modification, including fact sheets, subpoenas, and other required evidence.
  • Review court cases with the IV-D Attorney prior to court dates.
  • Assist the IV-D Attorney in presenting cases in court and testify when required.
  • Negotiate with non-custodial parents and/or their attorneys.
  • Make accurate notes of orders and information from court dockets.
  • Ensure client requests, county, and state interests and priorities are addressed by the attorney and court.
  • Process amendments to court orders, including Motions to Intervene, Reinstate, for Medical Support, Change Venue, Change Payees, and to add/modify support.
  • Investigate the location and employment of non-custodial parents using all available sources.
  • Make appropriate referrals to State and Federal location resources.
  • Work in emergency shelters and/or perform related disaster tasks.
  • Perform other reasonable tasks requested by supervisor.
