About The Position

This position directs the city’s information technology operations and services. The Chief Technology Officer directs information technology department operations to deliver technology services to the Mayor and Council, all elected city offices, city management, and city departments. This role plans and implements strategies to deliver cost-efficient, effective, secure, and reliable IT services that meet the city’s overall goals, business objectives, and long- and short-term strategies. The CTO develops and oversees IT budgets and monitors all technology purchases through the city. This role consults with department heads and the City Manager to identify technology needs and solutions. The CTO hires, trains, assigns, directs, supervises, evaluates, and disciplines personnel. This position provides direction for the IT Department, as related to strategic planning, product standardization, product identification, and IT architecture, engineering, and design. The CTO provides direction for city cyber-security operations. This role researches, evaluates, and purchases hardware and software; presents recommendations to the City Manager and M&C as necessary. The CTO manages and oversees vendors, contractors, and service providers, including vendor selection, cost control, vendor security assessments, and contract negotiations. This role develops, presents, and implements IT policies and procedures for the city. The CTO implements, monitors, and manages systems and solutions at all levels, including IT security. This position provides top-tier support for help desk, network administration, and server administration functions. Requirements

Knowledge of the principles used in analyzing, evaluating, modifying, installing, maintaining, networking, and testing information systems and technology.
Knowledge of the information technology needs of the city government and its departments.
Knowledge of budget management principles and practices.
Knowledge of personnel management principles and practices.
Knowledge of contract management principles.
Knowledge of information security and assurance principles.
Skill in developing and implementing IT strategies to meet the needs of a complex organization.

Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require five or more years of related experience.
Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.
