About The Position

The purpose of this position provides leadership and operational oversight of the City’s technology infrastructure, systems, services, and assigned Technology Services divisions. The position directs technology operations, projects, and staff; evaluates and recommends technology solutions; and assists the Chief Information Officer with strategic planning, policies, procedures, and departmental initiatives. Work is performed independently under limited supervision and in support of the City’s municipal government and public utility operations.

Requirements

  • Bachelor’s degree in Information Technology, Management Information Systems, Electrical Engineering or related discipline.
  • Over ten years of managing large scale projects and teams efficiently or related experience or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Must successfully complete all required pre-employment screenings and background investigations, including a State Bureau of Investigation (SBI) background check, as required for employment within a public safety environment
  • Emergency Management Institute – National Incident Management System (NIMS) IS-700, IS-100, IS-200, and IS-300 courses within one year of hire.

Responsibilities

  • Provides leadership, direction, and operational oversight for assigned Technology Services divisions, managers, and staff to support City and departmental goals, system reliability, customer service, cybersecurity, physical security, and fiscal responsibility.
  • Supervises, directs, evaluates, trains, and develops assigned staff; establishes work priorities and schedules; monitors performance and work progress; and addresses employee concerns, counseling, disciplinary actions, and performance evaluations.
  • Manages technology projects through planning, implementation, documentation, communication, and evaluation to ensure alignment with departmental needs and City objectives.
  • Reviews and evaluates technology project requests, organizational needs, and emerging technologies; researches and recommends strategic and tactical solutions related to information systems, telecommunications, infrastructure, and other technology initiatives.
  • Collaborates with the CIO and Technology Services Management Team in developing and implementing departmental and organization-wide technology strategies, priorities, policies, procedures, and operational plans.
  • Assists the CIO with departmental administration, including annual budget development, financial processes, procurement, RFPs, bids, proposal and contract review, negotiations, and related administrative activities.
  • Assists with the development, implementation, and maintenance of cybersecurity, physical security, business continuity, and disaster recovery policies, plans, and procedures.
  • Assists the CIO with personnel administration, including recruitment, hiring, employee development, performance management, and other personnel actions.
  • Serves as the highest-level escalation point for assigned Technology Services operations and provides guidance and resolution for complex technical, operational, and customer service issues.
  • Represents Technology Services with City departments, executive management, and City Council for assigned areas and acts on behalf of the department when the CIO is unavailable.
  • Performs related work as assigned.
