About The Position

Park Community Credit Union is seeking a strategic and forward-thinking executive to serve as its next Chief Strategy & Capital Officer (CSCO). This newly designed leadership role will serve as the architect of the credit union's enterprise financial strategy, capital deployment, and long-term growth model. Reporting directly to the CEO, the CSCO will partner closely with the Executive Team to align capital strategy, balance sheet management, financial performance, data analytics, and strategic planning with the organization's mission and growth objectives. The successful candidate will combine strong financial expertise with enterprise leadership, leveraging data-driven insights and forward-looking analysis to guide decision-making, optimize organizational performance, and position Park for sustained success in a dynamic financial services environment. Role: By emphasizing ONE Park, ONE Mission, One Team, the Chief Strategy & Capital Officer (CSCO) serves as the architect of the credit union’s enterprise financial strategy, capital deployment, and long-term growth model. This role is responsible for aligning balance sheet strategy, capital optimization, enterprise growth, and financial performance with the organization’s mission and strategic direction. The CSCO leads enterprise-level decision-making by integrating financial strategy, data-driven insights, and forward-looking scenario modeling to drive sustainable growth and institutional strength. Oversight includes capital strategy (including ECIP), balance sheet strategy, enterprise financial modeling, capital planning alignment, CECL modeling, and decision intelligence capabilities. The CSCO provides executive leadership across Finance, Data & Analytics, and Strategic Planning, ensuring financial strategy is fully integrated into organizational decision-making, growth initiatives, and long-term positioning. This role also serves as a primary financial strategic partner to the CEO and Executive Team.

Requirements

  • Ten years to fifteen years of similar or related experience.
  • A master's degree, or a bachelor's degree plus professional certification (e.g., CPA).
  • Work frequently involves exercising advanced conflict resolution, giving material presentations, and resolving issues impacting multiple departments or divisions.
  • Ability to motivate or influence others as a material part of the role, with a significant level of diplomacy and trust.
  • Obtaining cooperation (internally and/or externally) is an important part of the role and a high level of interpersonal skills is critical to the success of this position.
  • Requires a degree in Business Administration, Finance, or Accounting.
  • Excellent analytical skills, people skills, and self-direction are required.
  • Must be proficient with PC accounting, spreadsheet, and word processing software.
  • Background in bank data processing systems preferred.
  • Frequently must sit, stand, and walk short distances.
  • Frequently uses hands and fingers to count currency and handle, manipulate, and feel objects, documents, and office tools and equipment.
  • Reads, writes, listens, speaks, and uses personal computers, copiers, telephones, and other office equipment and software throughout the work day.
  • Occasionally required to stoop, bend, squat, and reach overhead with hands and arms.
  • Occasionally pushing and pulling of office furniture and other objects.
  • May occasionally lift and/or move up to 15 pounds and on occasion lift and/or move up to 25 pounds.
  • Follow all security policies and procedures and report discrepancies or suspicious activity to manager immediately.
  • Follow the credit union’s Bank Secrecy Act and anti-money laundering policies and procedures, including running OFAC searches, completing investigative reports of suspicious activity and currency transaction reports timely and without error.

Responsibilities

  • Develops and executes a financial strategy that aligns with organizational goals.
  • Designs and oversees capital strategy, including capital deployment, optimization, and long-term planning, such as ECIP strategy.
  • Drives balance sheet strategy across key areas including liquidity, funding, asset mix, and yield optimization.
  • Translates strategic priorities into measurable financial outcomes and enterprise performance targets.
  • Oversees enterprise financial modeling, scenario planning, and forward-looking analysis.
  • Provides executive-level insights on growth strategy, pricing strategy, capital allocation, CECL strategy, and overall financial risk.
  • Develops and presents alternative strategic options supported by robust financial modeling and data analysis.
  • Partners with executive leadership to drive growth, revenue, and optimization strategies across the enterprise, including loan and deposit growth, pricing optimization, and revenue diversification.
  • Identifies and advances opportunities for cost efficiency, earnings enhancement, and overall financial optimization.
  • Ensures strong financial management practices, internal controls, and regulatory compliance across the finance function.
  • Ensures that all financial strategies are aligned with regulatory expectations, capital adequacy requirements, and the organization’s defined risk tolerance.
  • Oversees the development of robust data analytics capabilities that support strategic decision-making.
  • Ensures the integration of financial, operational, and member data into clear, actionable insights for executive leadership.
  • Drives the organization’s use of predictive analytics and performance measurement to strengthen forecasting, enhance decision quality, and support overall organizational performance and growth.
  • Evaluates and guides the financial strategy for partnerships, mergers, acquisitions, and other key strategic opportunities.
  • Supports and influences the execution of enterprise transformation initiatives that align with the organization’s growth objectives and mission.
  • Performs other job related duties as assigned.
