The Analytics, Performance & Management Unit (APM) is a talented team of 25 data, technical, and management professionals leading the modernization of the agency’s data systems and advancing data-driven decision-making across the New York City Department of Transportation. This position will report directly to the Assistant Commissioner of APM. The Chief of Staff portion of the role will entail high level administrative and operational advisory responsibilities including advising on APM’s priorities, vision, SOPs, KPIs, organizational structure, and personnel actions. The selected candidate will also play a key role as a senior staff member of the greater Commissioner’s Office, assisting with special projects, organizational development, process advisement, and workflow streamlining across the agency. The Director of Project Management portion of the role will provide additional management and support of technical projects, programs, and initiatives within each of APM’s sub-units: Public Data, GIS/Spatial Analytics, Application Development, Data Analytics and Data Engineering. Core duties will include: Providing direction and guidance to junior staff on project scope, priorities, timelines, and meeting and presentation strategies. Direct management of a portfolio of application development and data analytics projects. Covering for the Assistant Commissioner when appropriate. The Chief of Staff and Director of Project Management will be directly involved in the following projects and initiatives per the above responsibilities listed: Application Portal Development, Data Governance Initiative, Automated Condition Assessment Project, OSEP Project (311 and ARTS), Performance Indicators Platform, Equity Analytics, Automated Enforcement Program Modeling/Analysis, NYC Open Data (DOT’s Execution and Compliance), Capital Project Delivery and CapStat Tracking. The position will also assist the Assistant Commissioner with all administrative and staff planning responsibilities, including mentoring junior staff, career development and advisement, and succession planning for the unit.
